Description
The General Services Administration (GSA), Public Buildings Service (PBS), National Capital Region (NCR), hereby issues a Request for Proposal (RFP) for a single�Firm-Fixed Price Design-Build Contract for�repair, alteration,�and construction services for the Robert C. Weaver granite fa�ade replacement. The work to be performed under the terms of this contract includes, but is not limited to: Survey, remove, and reinstall existing granite panels; clean panels; install new anchoring system; repair panels as required; install roof davits; repair metal roofs at stair towers; potential exterior HAZMAT abatement; waterproof existing wall fa�ade. There is also a small amount of concrete patching that will be required. The work to be performed will be located on the exterior fa�ade of the Northeast, Northwest, and Southeast building corners. A determination by the Government not to compete this requirement as a set-aside based upon responses to this Notice and other Market Research is solely within the discretion of the Government. The North American Industry Classification System (NAICS) code for this work is 236220. This solicitation will be limited to firms with a local office located within a 50 mile radius of Washington DC (FAR 26.202-1�Local area set-aside). All responsible firms may submit an offer. Prior Government contract work is not required for submitting a response under this synopsis. The selection process will be conducted in accordance with FAR Part 15 source selection procedures. Interested firms must be located within a 50 mile radius of the project site and must be registered in the System for Award Management (SAM). Firms can register via the�Internet site at https://www.sam.gov or by contacting the SAM Service Desk at http://www.fsd.gov. Interested firms are required to submit their representations and certifications through the SAM website. The solicitation and associated information are available from the government point of entry site mentioned above. No telephone requests will be accepted. This solicitation is not a sealed bid and there will not be a formal public bid opening. All inquiries must be in writing, preferable via email to the persons specified in the solicitation. All answers will be provided in writing and will be available on the aforementioned SAM posting. Offerors will not be reimbursed for proposal submittal expenses. A VIRTUAL PRE-PROPOSAL CONFERENCE will be held on JULY 8, 2020 at 2:00PM EST. Interested firms are encouraged to attend the virtual pre-proposal conference, and must send a request for attendance, including attendee email list to the Contract Specialist at Michele.appello@gsa.gov on, or before close of business on 7/7/2020 in order to receive the invitation to the virtual Google Hangouts meeting. SITE VISIT: No organized site visit will be held. The entirety of this project is on the exterior of the Robert C. Weaver (HUD) building, 451 7th Street, SW, Washington DC. Potential offerors are encouraged use the attached documents as a guide and visit the site on their own. All questions/RFIs as a result of the pre-proposal conference or site visit shall be compiled and submitted in writing to michele.appello@gsa.gov, NO LATER THAN Friday, July 17, 2020, 4:00 p.m. EST. The government�s response to all questions received will be included in an amendment to the solicitation. The estimated price range for this Design-Build project is between $10,000,000 - $15,000,000. PROPOSALS DUE: The solicitation will close, and all proposals are due on�FRIDAY AUGUST 14, 2020 at 4:00PM EST. Offerors shall follow the instructions in the solicitation for submitting the price and technical proposals. All information, amendments and questions concerning this solicitation will be electronically posted at the government point of entry. DISCLAIMER: The official solicitation package and technical specifications will be located on the official government point of entry web page and the Government is not liable for information furnished by any other source. Amendments, if/when issued will be posted to the SAM site for electronic downloading. This will normally be the only method of distributing amendments prior to closing; therefore, it is the offeror�s responsibility to check the website periodically for any amendments to the solicitation. The Government is not responsible for any loss of Internet connectivity or for an offeror�s inability to access the documents posted on the referenced web pages.
