- Description
- The United States Army Contracting Command � New Jersey (CCNJ), Picatinny Arsenal, New Jersey 07806-5000 on behalf of Project Manager Towed Artillery Systems (PM TAS) intends to solicit, negotiate, and award multiple Firm-Fixed-Price (FFP) contracts in support of the 155mm Mobile Howitzer Shoot-Off Evaluation.� The requirement is for vendors to participate in a Shoot-Off Evaluation at Yuma Proving Ground, Arizona in Q2 FY2021.� Each vendor will be responsible for transporting a qualifying 155mm mobile howitzer system and providing support during the evaluation period.� The Government will select for award the proposals that are the most advantageous and represent the best value to the Government.� The RFP will be available electronically on https://beta.sam.gov/.� Contractors must be registered in the System for Award Management (SAM) database by accessing the SAM web site at http://www.sam.gov in order to be eligible for contract award.� Additionally, it is recommended for the Contractor to be registered in the Joint Certification Program (JCP) and have a valid DD2345 readily available to provide in order to receive the TDP.� Requests for drawings shall be requested�through the respective embassy (if foreign).� The solicitation release is anticipated in 4th Quarter of Fiscal Year 2020. Proposal submission will be required thirty (30) days after the release of the RFP.� The anticipated awards for this action are planned for 1st Quarter FY 2021. This notice of intent is not a request for competitive proposals. All questions to this announcement shall be directed in writing to Klaudia A. Grabias, email � klaudia.a.grabias.civ@mail.mil. QUESTIONS/INQUIRIES: Q1: Can you please confirm how the Request for Proposal (RFP) will be sent to foreign vendors? A1: Vendors from friendly foreign countries interested in the RFP will be required to follow specific instructions to receive the RFP attachments once the RFP is released. Foreign vendors must request the information via their respective government through the US Army. Specific instructions will be included in the RFP for foreign vendors to follow. Additionally, it is recommended that all vendors ensure the firm is actively registered within the Joint Certification Program (JCP) and has a valid DD 2345 present for the submission to the USG. � Q2: Are competitors expected to bring their own ammunition to the shoot-off? A2: A vendor will NOT be required to bring their own ammunition to the Shoot-Off Evaluation. The USG will provide ammunition during the Shoot-Off Evaluation. � Q3: Please define the term Mobile Howitzer (MH). A3: A Mobile Howitzer System is defined as 1) A Gun Vehicle, and 2) An Ammunition Resupply Vehicle. For the Shoot-Off Evaluation, the USG is asking for vendors to attend the Shoot-Off Evaluation with the Gun Vehicle at the testing site.
