- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation W50S8R-20-R-0025 is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07. This solicitation is set-aside 100 percent for Small Business. The NAICS code that applies is 336413 and business size is 1,250 employees. This action will result in a FFP purchase order, utilizing simplified acquisition procedures under Full and Open competition After Exclusion of Sources. Requirement is for Night Vision Filter Kits (quantity of 8 kits) that meet the following salient characteristics: Night vision kits specifically designed for the C-130H2. These kits should include filters that are manufactured to fit over the existing non-compatible instruments, making them NVG compatible. Each kit should include a NVIS filters specifically designed for the: Pilot HSI, Pilot ADI, Pilot Barometric Altimeter, Copilot HSI, Copilot ADI, Copilot Barometric Altimeter, Navigator Barometric Altimeter, LOX Gauge, and the Nose Wheel Steering Indicator. Installation of the filters must be accomplished without tools or modification to the baseline instruments. These kits will include removable passive filter assemblies made of an anti-reflective coated polymeric filter material designed to reduce NVIS radiance to a level that ensures NVG performance during night operations, as well as daylight readability. Delivery is required within 90 days of contract award to 1947 Harrington Memorial Road, Mansfield, Ohio 44903 utilizing FOB Destination. Evaluations factors will be Best Value determination by evaluation of Responsiveness, Technical, and Price as set out in Attachment 1: Provisions and Clauses under Addendum to 52.212-2. List of Attachments: Attachment 1 Provisions and Clauses that apply to this solicitation. All questions are due no later than 3:00 P.M. on 15 July 2020. If all answers to questions submitted within this timeframe are not provided at least three (3) business days prior to bid due date, bid due date will be extended accordingly.
