- NAVAIR �intends to negotiate and award a delivery order under Basic Ordering Agreement (BOA) N00019-19-G-0029 to Sikorsky Aircraft Corporation (SAC), a Lockheed Martin company on an other than full and open competition basis for analysis and support of the VH-92A� Shipboard Integration.� The contract will be for a trade analysis and to see if the VH-92A� can land on ships and obtain an FAA airworthiness certificate.� The VH-92A� utilizes the Sikorsky S-92A airframe, which was commercially designed and developed.� As such, Sikorsky is the only known source with the knowledge, experience, expertise, and the necessary proprietary technical data required to perform this analysis effort.� A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, ""Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements"".� This notice of intent is not a request for competitive proposals.
