Description
The US Army Corps of Engineers, Walla Walla District is issuing a solicitation for the purchase of Isophase Bushings, commercial supplies, prepared in accordance with Federal Acquisition Regulation 12.6. The NAICS code applicable to this acquisition is 335311, with a Small Business Size Standard of 750 employees as determined by 13 CFR 121.104. Competition for this requirement is Set-Aside for small business. Offers received from other than small business offerors will not be considered. When available, the solicitation documents for this project W912EF-20-Q-0062 will be provided via Beta.SAM https://www.beta.sam.gov on or around 21 July 2020. Please do not submit a quote without the solicitation package that will be provided to industry by the Government as specified above. The solicitation will be a Request for Quote (RFQ). The official quotation due date will be contained in the solicitation and any solicitation amendments that may be issued. SCOPE OF WORK The successful bidder shall be required to supply and deliver the listed Isophase Bushing Assemblies to each of the Lower Snake River Dam. **NOTE:� Drawings are not included in this pre-solicitation.� All drawings will be included in solicitation when published on or around 21 July 2020. �EQUIPMENT REQUIREMENTS (A total of 9 for each tier below with a grand total of 36): - T1 Round Through/Seal Off Bushing Assembly (GE T1) Provide a quantity of nine replacement seal-off bushing assemblies for the one shown in HK Porter Drawing T-135912X74 with the following modifications: The inner diameter shall be 274 millimeters The bolt center diameter of the outermost flange shall be 594 mm There will only be 6 bolt holes on the outermost flange, separated by 60 degrees The bushing shall fit in a 482.6 millimeter cavity � The bushing shall meet the following minimum salient characteristics: Rated for use on 10.5 inch round aluminum, 13.8KV, 7000 Amp rated bus 110KV BIL Able to withstand a 1 minute 50KV AC dry over-potential test Rate for a 65 degrees Celsius rise over ambient temperature Rated for ambient temperatures ranging from -30 to 40 degrees Celsius Polymer based bushing or government approved alternative material �The assembly shall include the insulator and all auxiliary equipment needed to install the assembly as shown on the drawing. This shall include gaskets, washers, bolts, and all other items. - T1 Standoff Bushing Assembly (GE T1) Provide a quantity of nine direct replacement bus support insulator assemblies for the one shown in section J-J of drawing 0544DO815. Drawing L-82390 will be used for reference for the standoff insulator with the following modifications: The outer diameter will be 8� max The insulator shall be 6� tall The top of the insulator shall have a centered 3/4""-10 bolt hole that goes 3� into the insulator � In addition to the above requirements the standoff bushing assembly shall meet the following minimum salient characteristics: � Rated for use on 10.5 inch round aluminum, 13.8KV, 7000 Amp rated bus 110KV BIL Leakage Distance 19.5 inches Rated for 4000 lb cantilever strength at 2 1/2"" above insert Able to withstand a 1 minute 60KV AC dry and dew over-potential test Rate for a 65 degrees Celsius rise over ambient temperature Rated for ambient temperatures ranging from -30 to 40 degrees Celsius Polymer based bushing or government approved alternative material � The replacement insulators shall meet or exceed the mechanical strength requirements stated on the attached drawing, file no. L-82390. The replacement insulators shall not create a larger gravitational weight than the existing insulators. The replacement insulators shall not create larger dynamic loads than the existing insulators. The dynamic loads include but are not limited to short circuit forces (if applicable). Finally, the replacement insulators will not alter the support conditions. Thermal expansion loads, if applicable shall also be taken into account. � The assembly shall include the insulator and all auxiliary equipment needed to install the assembly as shown on the drawing. This shall include gaskets, washers, bolts, and all other items. �� - T2 Through/Seal Off Bushing Assembly (HK Porter T2) � Provide a quantity of nine direct replacement seal-off bushing assemblies for the one shown in HK Porter drawing number T-157059, meeting the following minimum salient characteristics: � Rated for use on 6 inch square aluminum, 13.8KV, 7000 Amp rated bus 110KV BIL Able to withstand a 1 minute 50KV AC dry over-potential test Rate for a 65 degrees Celsius rise over ambient temperature Rated for ambient temperatures ranging from -30 to 40 degrees Celsius Polymer based bushing or government approved alternative material � The assembly shall include the insulator and all auxiliary equipment needed to install the assembly as shown on the drawing. This shall include gaskets, washers, bolts, and all other items. �� - T2 Standoff Bushing Assembly (HK Porter T2) � Provide a quantity of nine direct replacement bus support insulator assemblies for the one shown in HK Porter drawing number 69006X24, meeting the following minimum salient characteristics: � Rated for use on 6 inch square aluminum, 13.8KV, 7000 Amp rated bus 110KV BIL Able to withstand a 1 minute 60KV AC dry and dew over-potential test Leakage Distance 19.5 inches Rated for 4000 lb cantilever strength at 2 1/2"" above insert Rate for a 65 degrees Celsius rise over ambient temperature Rated for ambient temperatures ranging from -30 to 40 degrees Celsius Polymer based bushing or government approved alternative material The replacement insulators shall meet or exceed the mechanical strength requirements stated on the attached drawing, file no.
