Description
This is a sources sought notice; this is neither a solicitation nor a promise of future work. The Lebanon VAMC is seeking SDVOSB/VOSB and any Small or large company regardless of Socio-economic category that can provide the requirement as spelled out in the Statement of Work (SOW) below. The veteran business must be registered in SAM and certified in VETBIZ (VIP). The small or large businesses must be registered in SAM. All Vendors interested in, and with the capability and capacity to fulfill this requirement, are required to furnish the following minimum information in reply to the sources sought: Company Name, address, Government Business Point of Contact, telephone number and email address. Company DUNS number, CAGE Code, and Tax ID numbers. Identify any current Federal Supply Schedule, GSA Contracts held, if none then state that no FSS/GSA schedules are held. Certification from the manufacturer that they have permission to provide and install any systems or software. Responses shall be submitted electronically, via email to Donna Toliver. Email address is donna.toliver3@va.gov. Responses are due no later Wednesday 7/22/2020 at 3:00 pm. The Lebanon VA Medical Center (LVAMC) has a requirement for a complex, interactive perioperative software system for the OR and Dental Suites. This is a Brand Name Only Request for SwitchLane INCO. The PeriOptimization system is software built by SwitchLane INCO. Perioperative information management systems (PIMS) are software systems that manage the documentation, workflow, and charge capture of the operating room (OR) environment. Statement of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. Implement a computer program which provides a secure method of scheduling procedures of all types, including surgical and dental procedures as well as visits for Veterans in an Operatory Setting. Provide the web server, and database server to host the program which meets all technical specifications, and approvals by the V The Switchlane Program can comply with the requirement to configure detailed checklists into specialized forms and integrate same into our processes and workflows. VA functional specifications are met. Checklists are configured and designed within the required number of days. Messaging protocols using latest HL7 and LOINC and SNOMED and ICD terminology are supported by this program which is capable of completing the work. Two-way symmetric messaging capabilities and experience with International Standards Organization (ISO) messaging and Substitutable Medical Apps Reusable Technology (SMART) on Fast Healthcare Interoperability Resources (FHIR) is required of the program. One-way symmetric messaging process with Office of Information &Technology (OI&T) must be in progress and the chosen vendor was the only product that meets this requirement. The Commercial Off-the-Shelf (COTS) base product is HIPAA compliant. Precertification process checklists and screens enable messaging with insurance payors and this functional capability integrates with the perioperative system. The Switchlane product has medical billing software capabilities essential to fulfill future modernization needs. The scheduler complies with secure Outlook type capability and able to send massages to a VA acceptable secure VA Outlook calendar enterprise system. The calendar will remain secure and distinct while possessing an indistinguishable look and feel of Microsoft Outlook. Program is capable of integration with SPD and loaner equipment vendors. We are suggesting a specific program because the system is capable to provide messaging that automates communication to physicians, nurses, patients and operating room equipment vendors and implant/prosthetic vendors to reduce the clerical staff/scheduling staff manual inputs and need for phone calls to accomplish communication to the above personnel. This leads to improved safety and efficiency. Able to complete our presently identified minimum number of forms and consult requests to schedule a case in new system and demonstrated this capability. The PeriOptimization system must: Enables nursing to complete their ASU notes (normal workflow) in new system Anesthesia CRNA and/or physician complete special forms in new system that complies with VA needs. Brief Operative Note entered in new system. Verification checklist for safety and document validation. All required VA documents viewable with integrated function. The Vendor has both mobile capability and cloud based software installed in VA Servers and/or will supply the web server and database server which will meet the technical and approved specifications by VA. Fast Healthcare Interoperability Resource (FHIR) built into software. Procedure codes build into workflow process. System automates surgery instructions specific to each Veteran patient and specific to each procedure as instructed by our surgeons and anesthesia personnel to improve Veteran engagement and Veteran safety. System coordinates and communicates PAT and medical preoperative clearance activities to enhance efficiency and modernization process. Capable to do patient billing Capable of EMR integration, Surgical Scheduling Management, Billing and Revenue Cycle management to enable procedure precertification process. Medication list importable from VISTA/CPRS and shown in a new system with medication reconciliation capability. System can provide standard, commercial, off the shelf, videos regarding pre and post-operative care. Future appointments can be entered into new system and capable to engage Veteran to view appointment openings and availability. System can interface with scheduling systems in various facilities or clinics other than perioperative employees, such as Dental, in order to improve process and efficiencies. Software is cloud enabled but deployed and installed and configured in VA Servers and program is listed on the VA Technical Reference Model (TRM) which is required. OR Surgery times based on each specialty or department and tracked per individual surgeon or procedural provider. Enables schedulers and administrative staff to set room times based eventually upon actual historic time taken for each case by each provider. System enables providers to search diagnosis codes and procedure codes directly within the new system. Capable of push notifications to providers, nurses and patients, as determined by our needs and a flexible alert function with clinical decision support software intelligence specific to surgery. System includes regulatory readiness for backup and disaster recovery. Functionality structured to enable messaging from clinical information (EMRs outside the operating room, such as VISTA) and aggregate that information to add efficiency to the OR staff work process.
