DESCRIPTION: The U.S. Army Contracting Command, Rock Island (ACC-RI), on behalf of the Office of the Project Manager, Maneuver Ammunition Systems Picatinny Arsenal (PM-MAS) is seeking information to: combine two multi-pistol caliber ammunition contracts into a single contract, identify potential sources capable of delivering Calibers .38, .45 and 9mm cartridges, and identify/produce a Lead Free Primer (LFP) solution that can be implemented into the 9mm Modular Handgun System Ammunition (MHSA). ��� Currently the Government has two contracts to procure pistol ammunition.� The Pistol Family of Ammunition contract (.38, .45, and 9mm legacy cartridges) and the MHSA contract for the new 9mm ammunition.� The Government desires to combine both of these acquisitions into a single Pistol Family of Ammunition contract.� The Government is seeking a combined annual capacity of 106.1 million cartridges for .38, .45 and 9mm ammunition. Additionally, the Government is seeking a LFP that can be implemented into the 9mm MHSA ammunition and meet all Technical Data Package (TDP) performance requirements.� The current MHSA ammunition exceeds the Army Occupational Exposure Limits for Lead in closed firing scenarios.� The Army desires to reduce lead exposure to the Warfighter. �� SPECIFICATIONS: The following cartridges will be procured to a Government TDP marked Distribution Statement D, Distribution authorized to U.S. Department of Defense and U.S. DOD Contractors only.� Only draft top drawings (Distribution Statement A) will be made available for this Market Survey.� Before approval is granted to release the TDP, the requestor must be a DoD contractor and registered in an active status in the Defense Logistics Information Service, U.S./Canada Joint Certification Program (See www.dlis.dla.mil/jcp/ for instructions and information). Offerors must submit their certification via DD Form 2345 or register immediately.� Offerors are also required to submit an AMSTA-AR 1350 Technical Data Request Questionnaire and a fully executed Non-Disclosure and Non-Use Agreement which are included as attachments to this Market Survey.� Interested companies will be required to return/destroy the TDP when requested by the Government. Offerors should note that the TDP is subject to change.� Below are the TDPs of the DODICs the Government is interested in procuring: Caliber .38, Special Ball Wadcutter (DODIC A404) Caliber .38, Blank Special (DODIC A403) Caliber .45, Ball M1911 (DODIC A475) Caliber .45, Wadcutter (DODIC A482) Caliber .45, Ball M1911 (DODIC A483) 9mm Ball, M882 legacy (DODIC A363) Commercial Pack 9mm Ball, M882 legacy (DODIC AA49) Military Pack� MHSA 9mm, M1152 Ball Commercial Pack (DODIC AC22) MHSA 9mm, M1152 Ball Military Pack (DODIC AC20) MHSA 9mm, M1153 Special Purpose Commercial Pack (DODIC AC23) MHSA 9mm, M1153 Special Purpose Military Pack (DODIC AC21) MHSA 9mm, M1156 Dummy Drilled Inert (DODIC AC24) MHSA 9mm XM1157 Blank (DODIC AC60) TBD LFP MHSA Cartridges PLANNED ACQUISITION: An Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Prices (FFP) for Fiscal Year (FY)21-FY26 is contemplated.� Respondents need to possess the capability to manufacture a quantity of 4,100,000 of .38 and .45 Calibers, 21,000,000 9mm M882 and 81,000,000 of MHSA per year.� Responses need to clearly demonstrate confidence in this capability for subcomponents and end items. Moreover, the Government is interested in adopting a LFP as a replacement for the standard primer currently used to build 9mm MHSA. Procurement of MHSA LFP cartridges would be sought assuming the improved ammunition meets all requirements. SUBMISSION INFORMATION: Interested firms who feel they are capable of producing the above-listed items are invited to indicate their interest by providing the Government a brief summary of its company�s capabilities, including a brief description of its facilities, personnel and past experience as it relates to the above criteria, as well as the monthly capacity to supply each of the items.� If a respondent chooses to utilize the services of vendors or subcontractors, those vendors or subcontractors must also meet the same criteria as the prime contractor.� The respondents should provide the advantages, both quantitative and qualitative, of combining the legacy .38 Caliber, .45 Caliber, and 9mm cartridges, with MHSA 9mm into a single contract.� Also, interested firms should include information on any potential LFP solutions they may have that will likely meet the TDP requirements of the 9mm MHSA cartridges.� Information should include performance data with similar 9mm cartridges: functional reliability at -40F, 70F, and 125F, primer sensitivity data, quantity manufactured to date and general technology data. ������� All potential producers interested in this opportunity must be registered in the Central Contractor Registration (CCR) Database.
