- Pre-Solicitation Notice: The purpose of this synopsis is to provide notification of the Government's expected solicitation release set for the date of on or around Thursday,�6 August 2020. The solicitation number will be W15KN20Q5384. Procurement Description: The Army Contracting Command - New Jersey (ACC-NJ) is procuring a new requirement for Replace Underground Storage Tanks on behalf of the 99th Readiness Division(RD) in Romney, WV . The Government intends to issue a solicitation under the Total Small Business Set-Aside preference for this requirement. The Contractor shall have�120 Calendar days from the Notice to Proceed Date to complete ALL TASKS associated with the SPECIFICATION of Work. The solicitation will result in a new Firm-Fixed-Priced (FFP) contract awarded to the lowest priced responsible, responsive offeror, whose approach meets the requirements of the solicitation. Description of Services: The contractor shall provide all plant, labor, equipment, tools, materials, supervision, and transportation to accomplish the following work, which consists of but is not limited to: removal, decontamination and proper disposal of one (1) 4,000 gallon underground storage tank (UST) and associated piping and ancillary equipment (Training Building); installation of one (1) new 4,000 gallon double wall fiberglass underground storage tank and associated piping and ancillary equipment (Training Building); and removal, disposal and installation of two new (2) tank monitoring/leak detection equipment systems (Training Building and OMS Building). Please note that this notice does not constitute a Request for Proposal (RFP). All responsible sources should submit a capability statement only to express interest and capability. This notice is not a solicitation and does not obligate the Government to issue a solicitation, nor will the Government be liable for any costs involved for submission of information in response to this notice.
