Description
Defense Logistics Agency (DLA) Troop Support Clothing & Textiles (C&T) Directorate is conducting research to determine industry capabilities for Military Dress Coats. This is a Request for Information (RFI) only and not a solicitation for proposals. This announcement is considered Market Research in accordance with FAR 10. The primary purpose of this announcement is to identify potential domestic sources with domestic and non-domestic manufacturing capabilities. This announcement also seeks to determine the availability of domestic and non-domestic components of the end item Dress Coats in addition to determining domestic production capacity limitations/challenges. Domestic sources using domestic components with domestic manufacturing capabilities are preferred in accordance with DFARS 252.225-7012 Preference for Certain Domestic Commodities (DEC 2017). Additional market research may be conducted prior to posting any solicitation. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this RFI will be used for informational purposes only. Any proprietary information submitted will be protected if appropriately marked. Vendor participation is not a promise for future business with the Government. DLA Troop Support C&T, Philadelphia, PA anticipates soliciting competitive procurement(s) for the list of attached Military Dress Coats. The resultant award(s) are anticipated to be Firm Fixed Price (FFP) Indefinite Delivery-type contract(s) with a period of performance consisting of a 12-month base term with one-(1) or two-(2) exercisable 12-month option periods for each end item. The information for the Cloth material is provided for informational purposes and will need to be provided as contractor furnished material (CFM). The Cloth material will not be procured separately by the Government. Pending the results of market research the Dress Coats are anticipated to be included in a single solicitation separated into lots or listed as individual items. Vendors will only be required to offer on a single lot or item to be considered for an award. Annual minimum (MIN), estimated (AEQ), and maximum (MAX) quantities are provided as a reference on the list of attached Dress Coats. The quantities are subject to change at time of synopsis for the anticipated procurements should solicitations materialize from market research. The Unit of Issue (UoI) is Each (EA). Technical documents for all�of the Coats are attached to this notice. �It is highly recommended that vendors review the technical documents for items you can support then decide to request patterns/drawings/specifications. DLA Troop Support uses the Computer Aided Design (CAD) software program Gerber for patterns. If a vendor also uses Gerber, then DLA Troop Support can accommodate a request for digital patterns (Gerber Accumark full set of patterns emailed within 24-48 hours of a request). If a vendor does not use the Gerber software, then DLA Troop Support will accommodate paper pattern requests (7-10 business day turnaround, sample size patterns only). NOTE: Paper pattern requests are limited to a maximum of three-(3) at a time. The applicable North American Industrial Classification System Code (NAICS) for Men�s Dress Coats is 315220 � Men�s and Boy�s Cut and Sew Apparel Manufacturing and for Women�s Dress Coats is 315240 � Women�s, Girls�, and Infants� Cut and Sew Apparel Manufacturing. Small business size standards matched to industry NAICS codes are published by the Small Business Administration and are available at http://www.sba.gov/content/table-small-business-size-standards. Contractors must be registered with the Central Contractor Registration (CCR) at System for Award Management (SAM) http://www.sam.gov to be eligible for an award. Representations and certifications must also be on record.
