- NOTICE OF INTENT TO AWARD SOLE SOURCE Project Title: Upgrade APX 6000 console for 459th AS, Yokota AB, Japan Announcement No.: FA5209-20-U-0049 The Government hereby submits a notice of intent to award a sole source firm fixed price commodity contract for Upgrade APX6000 Console�for 459th Airlift Squadron, Yokota AB, Japan. The total estimated value is less than $30,000. Requirement Description: This acquisition is to upgrade and replace existing equipment. This is a Firmed Fixed Price Purchase Order for supplies with installation which will include the brand name system to upgrade the APX 6000 consoles that were manufactured by Motorola. The APX 6000 console offers A the aircrew to reach across multiple application through the Joint Japan Land Mobile Radio (J2LMR) interface. This interface allows aircrew to better coordinate with ground force when incidents arise in the air. This also allows the Commander/DO to better communicate with base officials when incidents arise.� This platform will enable the Yokota AB 459 Airlift Squadron to benefit from a sustainable, information assurance (IA) protected, and feature rich communications platform. Motorola Solutions Inc. is the only vendor who can supply both equipment required to meet our needs. This system will integrate with existing equipment currently being supported and supplied through Motorola Solutions Inc. The importance of proper installation and on site response is a requirement. In the event that technical services are needed during installation, on-site response and repair are critical in keeping emergency communications to and from our dispatch center available. This contract will be for the acquisition, integration, installation, and maintenance of five (5) APX 6000 series LMRs manufactured by Motorola, and related hardware, software, and installation services. The equipment must be from Motorola to be interoperable with the existing land mobile radio network on Yokota AB, which uses Motorola equipment and encryption. Motorola does not share its intellectual property with regard to encryption. The communications must be encrypted to the extent practicable, and no contractor other than Motorola or an authorized supplier of Motorola products can sell the equipment necessary. Ancillary parts may not have any proprietary requirement, but the Air Force's requirement is for a complete system that is interoperable with existing LMR radios. This sole source contracting action seeks an exception to full and open competition pursuant to FAR 13.106-1(b)(2). This hereby constitutes a synopsis of the requirement. Responses to this notice must demonstrate that more than one responsible source exists to fulfill the stated requirement. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
