Page 6 of 33 Department of Veterans Affairs (VA) Request for Information IBM / RED HAT Orchestration Platform 36C10B20Q0464 July 20, 2020 Introduction This Request for Information (RFI) is issued for the purpose of conducting market research. Accordingly, this RFI constitutes neither a Request for Proposal (RFP) nor a guarantee that one will be issued by the Government in the future. Furthermore, it does not commit the Government to contract for any services described herein. Do not submit a Proposal. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals or quotes, and therefore, will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or, reimburse expenses incurred for responses to this RFI. The information provided may be used by VA in developing its acquisition strategy and Product Description/Performance Work Statement. Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the respondent. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. This is a request for information and does not obligate the Government in any way, nor does it commit the Government to any specific course of action. Background/Scope: VA anticipates a brand name IBM/Red Hat Orchestration Platform acquisition to support Platform Product Line: Hosting & Provisioning - Platform management methodologies with the ability for full software stack support, ongoing security, compliance and version compatibility through enterprise-ready containerized software solutions in multiple environments. The brand name IBM/Red Hat Orchestration Platform consists of 96 IBM Cloud Pak for Multicloud Management Managed Virtual Server Licenses, four Cloud Pak for Applications Virtual Processor Core Licenses, three Red Hat OpenShift Container Platform with Application Services, 96 Red Hat OpenShift Container Storage licenses, one Red Hat Ansible Automation license, and two Red Hat Quay licenses. All software licenses shall include maintenance and support which includes 24X7 Phone and web support, updates, troubleshooting, patches, and version releases. In addition, the software installation services consists of one IBM Cloud Garage for Hybrid Design/Thinking Workshop per Engagement; three IBM Cloud Garage for Hybrid Architectural Consultancy per Engagement; six IBM Cloud Garage for Hybrid MVP Build-up per Engagement; and four IBM Cloud Garage for Hybrid Architectural Consultancy per Engagement. Once installed, this platform will provide consistent visibility, governance, and automation from on-premise to the cloud with capabilities such as multi-cluster management, event management, application management, and infrastructure management. Platform Product Line/Platform Orchestration will provide enterprise wide containerization, orchestration, and integration service solutions. In addition, provide consistent visibility, governance, and automation from on-prem to the edge with capabilities such as multi-cluster management, event management, application management, and infrastructure management; plus, integration with existing tools and processes. This capability is critical to increase Infrastructure Operations (IO) ability to create the continuous integration - continuous deployment platform to deliver the containerized environment for the critical applications. These capabilities shall support the deployment of infrastructure-as-code and associated application modernization capabilities, which are both critical capabilities required to provide agility to respond to changing demands on the infrastructure environments. These capabilities must be able to support multi-cloud providers and VA data centers. Can the product being proposed as part of this market research provide a Central Control Plane for multiple clouds and On-Prem that manages container and traditional virtual servers? Can the product being proposed as part of this market research provide the ability to reduce the time to modernize legacy applications by providing an application assessment capability that provides what needs to be changed in the application code and provides a level of effort that is critical to assist in prioritizing development resources? Can the product being proposed as part of this market research provide integrated capability to set and enforce polices for security, applications, & infrastructure? Can the product being proposed as part of this market research modernize security and compliance management which enforce policies and ensure compliance across clusters, applications and infrastructures? Can the product being proposed as part of this market research provide a consist manner for governing security across clouds and On-prem data centers that ensure enterprise s policies are enforced and are meeting key compliance requirements? Can the product being proposed as part of this market research provide simple way to generate new policies with vulnerability advisor and alert against app drift ? Can the product being proposed as part of this market research provide a Central Control Plane for Cost Utilization and Analysis Cross Cloud that provides the ability gain near real-time visibility into cost across multi-provider services?
