Description
This is a combined synopsis/solicitation for commercial products prepared in accordance with the FAR 12.6 and 13.5. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-07. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. The solicitation number for this acquisition is 75F4012Q00060 and is being issued as a Request for Quote (RFQ). The NAICS Code for this solicitation is 311119 � Other Animal Food Manufacturing. This will be awarded as Firm-Fixed Price contract and is Full and Open Competitive. Prospective Offerors are responsible for downloading the solicitation and any amendments from Beta.Sam.Gov. The Government reserves the right to award an order without discussions if the Contracting Officer determines that the initial offer is providing the Best Value and discussions are not necessary. A. CONTRACT TYPE A.1 Contract Type The Government intends to issue an Indefinite Delivery, Indefinite Quantity (IDIQ) delivery order oriented contract for specific Animal Feed. The delivery orders will be issued as Firm-Fixed Price (FFP), derivative of the prices listed in Section G. Each delivery order issued under this contract will state the line item(s) to be utilized along with the level of complexity of each delivery order. A.2 Funding Funds for the services provided shall be obligated, at the delivery order level, as the funds become available, or excess funds are de-obligated by modification to the order(s) unilaterally by the Government. B. BACKGROUND AND OVERVIEW: The Food and Drug Administration (FDA), Center for Veterinary Medicine (CVM), Office of Research (OR), Division of Applied Veterinary Research (DAVR) conducts animal research studies in FDA�s mission to protect human and animal health. The research animals will be cared for in accordance with federal laws, regulations, current veterinary standards which includes the provision of wholesome and nutritious food. By purchasing animal food under contract FDA will be able to timely provide wholesome and nutritious food for our research animals. CVM/OR performs research studies using a variety of livestock species to accomplish the goals of regulatory research studies. The holding and care of research animals at the OR Mod -2 animal facility that are not currently assigned to an approved research is provided under the protocol 413.05. This protocol holds animals with different nutrition requirements as pregnancy, lactation and growth. Feed (select stock and dairy feed, mineral blocks), forage (alfalfa and hay) and bedding (straw) of good quality are needed for the care of the animals as required by the current�animal welfare guides (The Guide for the Care and Use of Laboratory Animals, Guide for the Care and Use of Agricultural Animals in Research and Teaching). Purchasing animal feed and forage under contract will offer nutrients timely and consistently, providing value and palatable feed and forage will cover nutrition requirements. Studies supported under this contract: 1. 413.05 Holding and Care of Terrestrial Animals Not Assigned to an Approved Research Study 2. 407.07 Incursion of Drug Residues in Food Animal Tissues 3. 407.08 Incursion of Drug Residues in Milk 4. 513.05 Training Protocol for Terrestrial Species 5. 407.06 Tissue Depletion of Penicillin in Dairy Cattle Using Label or Elevated Extra- Label Doses: A Residue Depletion/Pharmacokinetic Study 6. 318.45 In Vivo Bioequivalence Pharmacokinetic Values of Canine Generic and New Animal Formulations that are not Systemically Absorbed to Validate an In Vitro Method for Bioequivalence Assessment 7. Other studies with terrestrial animals may be approved by the IACUC in the future, and may include poultry and swine feed, and poultry bedding.
