SOURCES SOUGHT SYNOPSIS DESCRIPTION This is a SOURCES SOUGHT SYNOPSIS and is for informational / market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. No reimbursement will be made for any costs associated with providing information in response to this synopsis or on any follow up information. NO SOLICITATION IS CURRENTLY AVAILABLE. The purpose for this synopsis is to conduct market research to help identify capable, potential sources and to establish if this requirement can be set-aside for small business or other socio-economic programs to include: Small Business, 8(a) firms, Historically Underutilized Business Zones (HUBZone), Women-Owned, Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Service-Disabled Veteran Owned Small Business (SDVOSB). NAICS Code: 339113 Surgical Appliance and Supplies Manufacturing Small Business Size Standard: 750 Employees PSC/FSC: 6515 Medical and Surgical Instruments, Equipment and Supplies GENERAL INFORMATION: The Department of Veterans Affairs intends to procure Controlled Air Purifying Respirators (CAPR) and Carts for the Walla Walla VA Medical Center. Salient characteristics include: CAPR Systems Salient Characteristics: CAPR system to include: Helmet, Lithium Ion Battery (12-15 hour), battery belt and battery charger. OSHA s Assigned Protection Factor (APF) for Powered Air Purifying Respirator APF 100 compliant US National Institute for Occupational Safety and Hazard (NOISH) approved QUICK on/off Hard Helmet version for Police must have chin cuff Impact Type I head and face protection combined with Respiratory Protection on hard helmet Lithium Ion Batteries (LIB) Helmet system must have built-in safety LEDS to alert battery status with 5-7 seconds Battery life of 12-15 hours 300-500 full recharges of LED batteries or 2-3 years of chronological use Single and double shroud options Manufacturer program providing information and recommendation for care and use of LIB Battery charger with charging status LED colored lights and ability to charg battery in 4-6 hours. Belt must be compatible with all CAPR systems. Easily removable air filter with large surface area, easy snap on/off assembly and secured hard protective cover and ability to see ID through filter cover cap. Option to purchase Nuisance Organic Vapro (N-OV) filter cartridge and High Fluid resistance filter cover cap that is NOISH approved through the manufacturer. Disposable Lens Cuffs with integrated Lens and Cuff that are NOISH approved and provide respiratory protection against airborne particulate contaminants. CART Salient Characteristics: Lockable and allow rapid deployment (within minutes) Hold up to 9 CAPR s plus accessories Outlets to allow appropriate charging 6 Gang Charger On/Off assembly poster installed Location for Comfort Strips in use and spare DLC s, gloves, Decon Wipe Canisters (i.e. Saniwipes) Flexible shelf for maximal internal storage Two Helmet shelves included with optional helmet shelves available. Option for additional 1-2 external storage racks on outside of cart. 360-degree swivel and lockable front wheels INSTRUCTIONS TO RESPOND TO SOURCES SOUGHT SYNOPSIS: Any vendor interested and capable of meeting this requirement should provide a written statement to the Contracting Officer. Vendor response must include at a minimum: Name of Business Point of Contact Name, Phone Number, and E-Mail Address CAGE Code and DUNS Number to show proof of registration in the System for Award Management (SAM) https://www.sam.gov Short Description of Capabilities VetBiz certification (if applicable) Any response to this notice must show clear and convincing evidence of the Vendor s capability of meeting this requirement. Only authorized representatives of the manufacturer will be considered. Equipment must be new, no used or refurbished equipment accepted. Please note, responses will be shared within the Government and project team, but otherwise will be held in strict confidence.
