- PRE-SOLICITATION NOTICE: The Department of Veterans Affairs, National Cemetery Administration intends to issue a solicitation entitled, Biloxi Irrigation and Roads Renovations_ Irrigation Project number 832CM3032 and Roads Renovations Project Number 832IC3033 at Biloxi National Cemetery, 400 Veterans Avenue Bldg. 1001, Biloxi, MS 39531-2410, on or about July 9, 2020, unless additional notice is given, or this notice is modified or cancelled, the full solicitation, specifications and drawings will be posted on Contract Opportunities at beta.sam.gov. The acquisition type for this solicitation will be Invitation for Bid (IFB). This IFB will utilize the Electronic Bid delivery and Telephonic Bid opening process. The process will be outlined in the solicitation. Per VAAR 836.204, The construction magnitude for this requirement is between $2,000,000 and $5,000,000. The NAICS is 237990 Other Heavy and Civil Engineering Construction and the business size standard is $36.5 Million. The basic scope of work is as follows: CLIN 0001, GENERAL CONSTRUCTION: Replace Irrigation Components Installation of all work shown on the Volume I plans and described in the Volume I specifications including but not limited to all work necessary to remove and replace irrigation components downstream of the existing well and pump including mainline, remote control valves and wiring, lateral lines, and sprinkler heads. The only exceptions are the irrigated turf areas within sections AB, N, M, 58 and 59 which are currently undergoing renovations to develop pre-placed lawn crypts and in-ground cremains burial sites. These areas include new remote-control zone valves, laterals, and heads. The intent is to integrate these new lateral zones into the new system by tying the valves into the new main line and 2-wire control system. Work includes the installation of a new variable frequency device for more efficient operation of the irrigation pump. The overall performance period for this project is 360 calendar days from issuance of the notice-to proceed (NTP). CLIN 0002, GENERAL CONSTRUCTION: Roads Renovations All work shown on the Volume II, Reconstruct Roads and Install Curbs, for Base Bid Areas 2,3,5,7 & the Maintenance Yard, as shown on the plans and described in the specifications shall be performed. CLIN 0003, ADDITIVE 1 All work shown on the Volume II, Reconstruct Roads and Install Curbs, for Additive 1 Areas 8,9,10,11 & the temporary committal shelter, as shown on the plans and described in the specifications shall be performed. CLIN 0004, ADDITIVE 2 All work shown on the Volume II, Reconstruct Roads and Install Curbs, for Additive 2 Areas 1,4,6 & 12 as shown on the plans and described in the specifications shall be performed. This procurement is 100% Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following websites: those desiring to receive an award from this solicitation must be registered at www.vetbiz.gov. Companies must have the Certified Veteran Enterprise (CVE) seal on their registration to be considered for an award. The VIP database will be checked both upon receipt of an offer and prior to award; firms must be currently registered in the System for Award Management (SAM) database at www.sam.gov and have completed online Representations and Certifications prior to contract award. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals and pending award.
