Description
Purpose and Objectives: The intent of this Sources Sought Notice is to identify potential offerors capable of providing digitizing records. These are for the Corporal Michael J. Crescenz VA Medical Center in 3900 Woodland Avenue, Philadelphia, PA 19104. Responses to this Sources Sought Notice should demonstrate the firm's ability, capability, and responsibility to provide the principal components of supplies listed in the attached document. Responses should include the following information: Verify that the business is under 561439 of the North American Industry Classification System (NAICS), Verification of Size Standard under the NAICS, Business name, address, Point-of-Contact, if in possession of a Federal Supply Schedule contract, and if the business has verification as a Service Disabled Veteran Owned Small Business or Veteran Owned Small Business. All information is to be submitted via e-mail at Daniel.Johnson44@va.gov. Information provided will not be returned. All responses shall be in the English Language. Responses are due by 08:00 A.M. (EST) on Friday, July 31, 2020. No submissions will be accepted after this date and time. Questions can be submitted electronically to Daniel.Johnson44@va.gov. This is a Sources Sought Notice and submissions will be used for informational and planning purposes only. This notice does not constitute a formal Request for Quote (RFQ), nor is the government obligated to issue an RFQ. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey. STATEMENT OF WORK Records Digitization Corporal Michael J. Crescenz VA Medical Center Intro: The Facilities Management Services (FMS) located in Building 5 of the Corporal Michael J Crescenz VA Medical Center at 3900 Woodland Avenue, Philadelphia, PA 19104, has a need to digitize A&E large format drawings. Due to numerous factors (reduced office space, efforts to minimize the center s environmental footprint, etc.) document management services/digitization is necessary to maintain a professional, efficient and secure archive. Reflected below is a few ways that the Government will benefit in the acquisition of this service: the service will make available more office space, so that other hospital or administrative tasks can be performed; the service will minimize the VAMC s waste and environmental footprint; the service will also assist the VAMC in maintaining a good accountability and formal record keeping program. Document digitization will assist in maintaining a professional, efficient, and more secure document archive. The objective of this service is to provide administrative support in the conversion of paper documents with a systematic, organizational workflow. Upload scanned images onto a CD and return the paper documents to the VA for storage. Summary of Work Statement: FMS has 60 flat file drawers with approximately 4,500-5,500 technical drawings. The vendor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision and other items and non-personal services necessary to perform. The approved vendor and any operations staff must have records, information, and/or archival management accreditation. Scope of Work: The approved vendor shall be responsible for retrieving the paper documents from Building 5 at the Philadelphia VAMC and securely deliver to their off-site facility for processing. The approved vendor shall establish a system to scan images then present it to facilities management before implementation. The process will include but shall not be limited to secure packaging for travel, counting documents, removing staples and clips, scanning, identifying damages and duplicates, organization of metadata, and upload to CD. Vendor shall complete services within eight (8) weeks from after receipt of order (ARO). Work Hours: If Contractor is required to be onsite, it must be between the hours of 8:00 A.M. EST 4:00 P.M. EST on Monday Friday (EXCLUDING FEDERAL HOLIDAYS). If one of the planned days were to overlap onto a holiday, it is on the Contractor to reschedule another day/time with the COR, at no additional cost to the Government. Organizational Conflict of Interest (OCI): The Contractor shall notify the Contracting Officer (CO) immediately whenever it becomes aware that such access or participation may result in any actual or potential organizational conflict of interest (OCI) and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may elect other remedies as he/she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
