- The Department of Homeland Security/Federal Emergency Management Agency/U.S.� Fire Administration (DHS/FEMA/USFA) intends to negotiate and award a contract on a sole source basis (IAW FAR 6.302-1(a)(2)) with the National Association of State EMS Officials (NASEMSO), 201 Park Washington Court, Falls Church, VA 22046-4527 This order will involve the study of responder pandemic continuity of response operations, health and safety which will provide guidance in this area to the emergency services, primarily the fire service and Emergency Medical Services (EMS) responders. The U.S. Fire Administration developed the Information for First Responders on Maintaining Operational Capabilities During a Pandemic guide in 2009 dealing with the pandemic influenza and recently revised it in 2020 ad hoc.� The findings of this study of responder pandemic continuity of response operations, health and safety will be incorporated into a report updating previous work of USFA. With the recent Coronavirus (COVID-19) emergency in the United States, in which fire and EMS were key in the response to, there is a need to post up to date information for them related to this pandemic.� COVID-19 is likely the largest national level EMS emergency in the history of the United States. The objective of this project is for the NASEMSO to perform an intensive study of responder pandemic continuity of response operations, health and safety which would provide guidance in this area to the emergency services, primarily State level Emergency Medical Services (EMS) offices allowing for better support of local level fire service and EMS responders for future pandemics. The findings of the study of responder pandemic continuity of response operations, health and safety will update the USFA 2009 � Information for First Responders on Maintaining Operational Capabilities During a Pandemic guide and its ad hoc update in 2020.� This revised document will provide state by state guidance on this topic. The NASEMSO is the lead national organization for EMS representing the interests of State level officials.� Formed in 1980, NASEMSO is the only state level national EMS organization with a sole focus on State level EMS direction and guidance for local EMS agencies who are� the target for this study and where extensive expertise is needed.� The understanding of the critical knowledge and experience of State EMS officials is critical to the success of this project.� NASEMSO achieves its mission by the participation of EMS officials in all the states and territories.� They are the only organization that is a strong national voice focusing on state level EMS, for which they serve as an acknowledged key resource for EMS information, policy, and research.� This study will require participation of major national-level EMS and fire service organizations as well as other organizations and agencies with an interest/background in the area of responder pandemic continuity of response operations, health and safety.� NASEMSO has a standing relationship with these organizations. The proprietary NASEMSO website will greatly expand the outreach of the deliverables developed from this study to State level EMS officials.�� This website is well known and utilized among this target audience of this study. Based on the above information, the only organization known which can provide technically acceptable services to conduct this study is the NASEMSO.� FEMA/USFA has determined that the NASEMSO is uniquely qualified to perform this study.�� This notice is NOT a Request for quotation (RFQ) for competitive proposals and no solicitation document exists for this requirement.�� However, parties interested in responding to this notice shall submit a capabilities statement with technical data, sufficient to determine capability to perform this study.� All capability statements received by the closing of this intent to sole source notice will be considered by the Government.�� A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.�� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.�� Submit capability statements (using PDF, MS Word, Excel attachments) to Jane Huwig-Leister, Contract Specialist at jane.huwig-leister@fema.dhs.gov.�� Statements are due not later than 11:00 a.m.� Eastern on August 14, 2020.�� No telephone calls will be accepted.
