Description: Nature and/or description of the item/service being procured: U.S. Customs and Border Protection (CBP) and the U.S. Forest Service (Forest Service) prepared a final environmental impact statement (EIS), records of decision (RODs), and a final biological assessment (BA) to address CBP�s maintenance and repair of 5.6 miles of Bog Creek Road within the Idaho Panhandle National Forests to address agent safety and effectiveness associated with limited motorized use in accord with the current road designation.� After the issuance of the final RODs, the Center for Biological Diversity and others filed a complaint for declaratory and injunctive relief (Complaint) in the District Court of Idaho for alleged violations of law by CBP and the Forest Service in approving the maintenance and repair project.� In order to answer the Complaint, CBP and the Forest Service require assistance preparing responses to allegations in the Complaint and an Administrative Record with Bates stamping. The Contractor shall convert the project records for the Bog Creek Road project into a single Administrative Record.� The Administrative Record must be prepared with all records presented in a searchable hyperlinked format with Bates stamping.� The Bates stamping numbering protocol must facilitate quick and easy search and identification of records.� The Contractor shall provide an index in Word and pdf format to the Administrative Record with hyperlinks to all documents.
