- NOAA's Marine Operations Center, Acquisition, Accountability, and Analysis Branch, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Maurer Marine Inc. for the procurement of a SOLAS-approved Zodiac Hurricane H638 fast response boat collar. Maurer Marine is an authorized regional provider of replacement parts for SOLAS-approved fast response boat parts manufactured by Zodiac North America Inc. NOAA maintains a fleet of research ships performing oceanic research and hydrographic mapping. Several ships in NOAA�s fleet use Zodiac fast response boats for dive tending and rescue operations. These FRBs require periodic maintenance and repair, which necessitates obtaining replacement parts from the original equipment manufacturer. The statutory authority for other than full and open competition is at FAR 13.106-1(b)(1)(i), �Soliciting from a single source�. The North American Industry Classification Code for this acquisition is 336612�with a business size standard of 1,000 employees. The sole source determination is based on the requirement of NOAA�s research vessels to have the assigned number of small boats, including fast response boats, while conducting research and mapping missions at sea. For those requirements needing fulfillment by an OEM source, the intent is to obtain products from the OEM or OEM-authorized distributor. The Government is not aware of any other authorized vendors that can provide these specialized services while also meeting all of the requirements/concerns listed above. The intended procurement is to acquire these services under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis (14-Aug-2020). Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
