Description
The intent of this Notice is to solicit and award a Sole Source Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) type of contract pursuant to authority granted under 41 U.S.C. 3304(a)(1) and Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies of Services will Satisfy Agency Requirements. This procurement shall be made under North American Industrial Classification Systems (NAICS) Code: 238290 - Other Building Equipment Contractors.� The size standard is $15M. THIS IS NOT A REQUEST FOR QUOTE (RFQ) or a REQUEST FOR PROPOSAL (RFP).� This�is a Notice of Intent for�a sole source award to Premier System Integrators, Inc. 140 Weakley LN, Smyrna TN 37167-2026 in accordance with Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. PROJECT SUMMARY/BACKGROUND The General Services Administration�Heating and Operations and Transmissions Division (GSA-HOTD) currently supplies steam to over 84 federal buildings in the District of Columbia and chilled water service to buildings in three agencies, the Department of Energy (DOE), Department of Agriculture (DOA), and Smithsonian Institute (SI). These services are a critical part of the customers� daily operation. In order to guarantee that these customers receive steam and chilled water services without interruption, HOTD must continually maintain the plant�s critical controls equipment. HOTD operates 24 hours a day, 365 days a year, and the reliability of the plant is important as it supports operation of Federal and Quasi-Federal customers. HOTD uses natural gas to produce steam for the space comforts at the customer buildings and it operates two chillers to produce chilled water for the building year around. The control system is a major system within the plant.� BRIEF DESCRIPTION OF THE SCOPE OF WORK The Intent to Sole Source is being issued by GSA HOTD and Planning Division for COGEN & Chiller Plant Systems Maintenance.� The place of performance will be at the Heating Operations and Maintenance Division (HOTD) located at 325 13th & C Street, SW Washington DC 20407. The requirement is to furnish all necessary management, equipment, labor, mobilization, tools, supplies and supervision to perform Control�System�Maintenance to the co-generation and chiller plant control systems AT HOTD. ADDITIONAL INFORMATION All firms and prime contractors doing business with the Federal Government shall have an active registration in the System for Award Management (SAM) database at www.sam.gov.
