- TO ALL INTERESTED PARTIES The Internal Revenue Service (IRS) intends to acquire EBSCO Information Services, 10 ESTES ST. IPSWICH, MA. 01938-2106 US., in support of the IRS Library Counsel. This requirement will be made on a sole source basis under the authority of FAR 13.106-1(b)(1) and FAR 6.302-1.� Period of performance:� September 1, 2020 through August 31, 2021. A sole source justification � Simplified Acquisitions has been documented in the contract file in writing.� The service makes available access to research resources that are tailored to the legal research needs of the attorneys and paralegals employed by the IRS Office of Chief Counsel. This includes resources on business, economics, finance, plus domestic and international industries. The services also supports a business research platform that will provide the Office of Chief Counsel, and the greater IRS, access to both full-text and peer-reviewed journals along with other resources that provide both current and historical information on business trends, economics, industry resources, and other related subject matters.� The services support electronic subscription access to an online resource used for business, economic, and psychology/behavioral sciences research, plus additional psychology content. The service further provides annual electronic subscription access to a business research collection, EconLit (full text), a psychology and behavioral sciences collection plus subscriptions to include PsycARTICLES (full text). The procurement is not a small business set aside, NAICS: 519130 -- Internet Publishing and Broadcasting and Web Search Portals Award will be made in the form of a Government purchase order, this requirement is under FAR part 13, Simplified Acquisition Procedures, award shall be made on Best Value basis.� This notice of intent is not a request for proposals.� This notice is for informational purposes only and is not to be construed as a commitment by the Government.� Potential sources who believe they can provide the service listed above are invited to submit substantiating documentation in writing to kimberly.a.johnson4@irs.gov. no later than 11:00 a.m., August 16, 2020.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� Oral communications are not acceptable in response to this notice. Please note:� A solicitation does not exist.� A determination by the Government to complete this proposed contract based on responses to this notice is solely at the discretion of the Government.
