- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a non-competitive contract modification under AIDAR 706.302-70(b)(5) that allows for other than full and open competition to avoid the impairment of foreign assistance objectives in the case that �an award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the government or would result in unacceptable delays.� The referenced Contract Number is 72044020C00001 for�USAID First Interim Measures for the Dioxin Remediation of the Bien Hoa Airbase Area (IM1) Activity. USAID/Vietnam intends to award a non-competitive modification to Tetra Tech, Inc. to increase the ceiling price of the contract� by an amount not anticipated to exceed $500,000. The additional services and resources required are to: Design and execute an excavation plan for removing sediment containing dioxin at concentrations exceeding 150 parts per trillion (ppt), Toxic Equivalency Factor (TEQ) from the Bien Hoa Airbase Gate 2 Lake (G2L) and store this sediment in the Low Concentration Storage Area (LSCA) being constructed under IM1. USAID estimates this sediment volume is approximately 1,050 cubic meters. Place approximately 1,550 cubic meters of dioxin contaminated soil in the IM1- constructed High Concentration Storage Area (HCSA) that will be hauled to the HCSA by another USAID contractor. Due to the unique nature of the Dioxin Remediation of the Bien Hoa Airbase Area Project and to satisfy the requirements of both local authority and the leadership of the Vietnam Ministry of National Defense (MND) for USAID to organize a public event to handover a completed portion of the Project area before the end of December 2020, USAID seeks to modify the IM1 contract to implement these urgent two tasks to mitigate schedule-risk. The Government may consider all expressions of interest received within fifteen (15) calendar days after the date of publication of this notice. A determination not to compete this work based upon responses to this notice, if any, is solely within the discretion of the Government.� Information or responses received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Therefore, any responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to USAID in meeting USAID/Vietnam's objectives.
