Issue Date: 07/29/2020 Estimated Award Date: Approximately September 2020 Not to Exceed Value: $500,000.00 Contracting POC: Samuel Byun at Samuel.byun@usagm.gov Posted on Web: Yes Architect-Engineer, Indefinite-Delivery, Indefinite-Quantity Contract, U.S. Agency for Global Media Type of Set Aside: Small Business, NAICS 541330 Engineering Services, PSC Code C222 This is a pre-synopsis posting for upcoming request for SF330s regarding Architect-Engineer (A-E), Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. The U.S. Agency for Global Media, Office of Contracts, is planning to procure services in accordance with 40 USC Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. Contract Description: Architect-Engineer (A-E) services are required for a Firm Fixed-Price (FFP) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract primarily to perform Medium Wave MW, Shortwave SW, Frequency Modulation FM, Television TV, and other engineering investigations, analyses, and designs. Furthermore, the contractor shall expect to prepare construction documents, statements of work, and cost estimates, and in some circumstances to provide construction support services, and supervise construction of designated radio frequency projects at designated U.S. Agency for Global Media (USAGM) Transmitting Stations (stateside and worldwide), and at other potential transmitting locations. Additionally, work will be related to new design and construction; renovation; and maintenance and repair of new and existing MW, SW, FM, TV, and other transmitting systems, as well as investigations into new or unconventional broadcasting systems and their expected performance.� Specifically, projects may include, but are not limited to radio frequency design work relating to MW, SW, FM, and TV transmitters, radio frequency propagation, towers , MW antennas, SW antennas, TV antennas and transmission systems including pattern calculation and analysis and regulatory and frequency allocation issues, both domestic and international, that may affect the operation of such systems.� In addition, work may include calculation, measurement, and identification, as well as mitigation of non-ionizing electromagnetic radiation hazard zones in the vicinity of transmitting systems and various other aspects of the broadcast system transmission facilities. Finally, work is anticipated in Washington, D.C.; Greenville, North Carolina; and various overseas sites such as Thailand, Philippines, Botswana, Germany, Kuwait, Marianas, Sao Tome, and other locations. For this contract, the lead discipline shall be a registered/licensed Electrical Engineer. The procurement will be solicited as a Small Business set-aside. The estimated not to exceed (NTE) amount is $500,000.00. The minimum guarantee for the contract shall be $500.00. The A-E firm is anticipated to support project task orders with values between $500.00 and $75,000.00. Smaller and larger projects may be considered. This IDIQ will be a single-award contract with an effective ordering period of 60 months from date of award. Criteria for Selection: Per FAR 6.102(d)(1), AE selection of sources is a competitive procedure and FAR 36.6 procedures shall be followed. The firms will be rated on non-price criteria and the highest qualified firms will be slated. Following interviews, most highly qualified firm will be selected. Offerors will be evaluated based on the criteria listed below as set forth in the synopsis. Criteria 1, 2, are most important and equally weighted. Criteria 3 through 6 are in descending order of importance: 1. Specialized Experience 2. Professional Qualifications 3. Past Performance 4. Quality Control 5. Location and Capacity 6. Volume of Work Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 12:00 p.m., Eastern Standard Time, on August 5, 2020.
