Description
The Commodity Futures Trading Commission (CFTC) intends to award a purchase order to S&P Global, Market Intelligence on a sole source basis for access to S&P RatingsXpress.� The purchase order will be for one (1) year with two, one (1) year options to extend the period of performance.� The S&P RatingsXpress provides current and historical credit ratings and analysis for hundreds of thousands transactions and entities, including but not limited to; financial institutions, corporations, sovereign, international, government, and U.S. Public Finance (PF) entities; securities and structured finance transactions, including asset-backed, commercial mortgage-backed and residential mortgage-backed securities and collateralized debt obligations.� Since the Dodd-Frank bill became law, the CFTC assumed responsibility to regulate the counter derivative trading, Credit Index Trading and Loan Index trading.� These indices are made of corporations that issue debt or loans and S&P Express is a service of Standard & Poors (�S&P�) that provides credit ratings to these corporations. �The information is used by the CFTC�s Market Intelligence Branch (�MIB�) to evaluate market risks and market performance of derivatives that include various underlying companies. The S&P express service is valuable for oversight of the various credit, loan and equity index derivatives and for single name stock futures and equity index futures. �The anticipated purchase order will be awarded on a sole source basis pursuant to FAR 13.106-1(b)(1)(i).� The information required by CFTC is deemed available from only source and there is no known alternative source for the information required by CFTC. This notice does not constitute a solicitation for offers and, as such, no solicitation is available. However, the Government will consider responses from all responsible sources received by the response date and time identified in this synopsis. �Written responses must include sufficient information to establish capability to fulfill the requirement. �Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source contract described in this notice, and such determination shall be made at the sole discretion of CFTC.
