Description
1.� INTRODUCTION Solicitation: �#20118700 Title:� Indefinite Delivery Indefinite Quantity (IDIQ) Contract (Single Award) -� Equine Veterinary Services � Tucson Sector This is a combined synopsis/solicitation for commercial services and medications prepared in accordance with the format in Federal Acquisition Regulation (FAR) 13.105, as supplemented with additional information included in this notice. �This announcement constitutes the only solicitation; proposals are being requested and additional written solicitation will not be issued. This solicitation number is 20118700 and is issued as a Request for Proposal (RFP). �The solicitation documentation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-02. �The associated North American Industrial Classification System (NAICS) code for this procurement is 541940 � Veterinary Services, with a small business size standard of $8.0 million. �This requirement is a Total Small Business set-aside, and only qualified Offerors may submit proposals. �Offerors are required to identify their company�s business size and certify that they hold the applicable NAICS code. Submissions are requested to be received by the Contract Specialist (CS) Micky L. Hallman at the following email address by no later than August 15, 2020 / 5:00 P.M. EDT:�� Micky.L.Hallman@cbp.dhs.gov. Question Submission:� Interested Offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Agency to respond; however, no questions will be accepted after August 13, 2020 /� 5:00 P.M. EDT.� Questions must be submitted directly to the CS at the email address indicated above. 2.� DESCRIPTION OF REQUIREMENT USBP requires a contractor who has the facilities and the capability of providing appropriate veterinary services (routine and emergent) and medications for approximately 132 horses utilized by U.S. Customs and Border Protection (CBP), U.S. Border Patrol (USBP), Tucson Sector (TCA), Horse Patrol Units (HPUs). �The contractor shall provide all certified and licensed labor, supervision, travel, equipment, and supplies to ensure experienced equine veterinary care and emergency services to government-owned horses located at various locations throughout southern Arizona on a recurring basis and in accordance with the requirements of the Statement of Work.� The actual number of horses and locations that require recurring service is subject to increase or decrease due to equine injury/retirements, adjustments in personnel, or changes in the operational tempo. CBP intends to execute a single-award IDIQ contract to fulfill this requirement within 45 days after receipt of proposals; however, the Government reserves the right not to award any IDIQ contract. This IDIQ contract will have an ordering period of five (5) years from date of award.� Additionally, it will have an aggregate Not-To-Exceed ceiling of $650,000.00. �Finally, it will expire upon reaching either limit or upon the Government determining that the IDIQ contract is no longer required. Option periods will not be utilized with this IDIQ contract. Commercial equine veterinary services shall primarily be ordered via Delivery Orders as needed throughout the life of the IDIQ contract.� CBP does not guarantee any order placements beyond the initial minimum order identified below: Delivery Order Minimums/Maximums Minimum Qty/Amount, Initial Order:� $1,000.00 Minimum Qty/Amount, Subsequent Orders:� $1.00 Maximum Qty/Amount, Any Single Order:� $130,000.00 The Government shall be obligated only to the extent of the authorized Delivery Orders awarded under the IDIQ contract. 3.� GENERAL INSTRUCTIONS FOR THE PREPARATION OF PROPOSALS CBP will conduct a streamlined evaluation of all received proposals for establishing the IDIQ contract, as outlined in the attached Provisions and Clauses document at Attachment 1 of this solicitation.� CBP reserves the right to establish an IDIQ contract without further communication and exchange; therefore, each response to this request should contain the Offeror�s best pricing, terms, and conditions.� Proposals must be prepared in accordance with these instructions and provide all required information in the format specified.� The required format is designed to ensure submission of information essential to the understanding and comprehensive evaluation of the vendor's proposal. �Failure of an Offeror to comply with these instructions may be grounds for exclusion of the proposal without further consideration. �Any exceptions taken with respect to the clauses in the solicitation shall be noted. �For the purpose of facilitating exchanges, for every instance where the vendor does not propose to comply with or agree to a requirement, the vendor shall propose an alternative and describe its reasoning theretofore. Terms and Conditions, to include all technical evaluation / award criteria are located within the Provisions and Clauses Document, available at Attachment 1 of the solicitation. Complete service requirements are outlined within the Statement of Work, available at Attachment 2 of the solicitation. Each Offeror shall include in its proposal submission one fully completed IDIQ Pricing Catalog, available at Attachment 3 of the solicitation.� Failure to comply with this term may result in the Offeror being determined to be non-responsive. In addition to providing pricing as described above for this solicitation, each Offeror shall provide any required, NON-PRICING responses as follows: a. Technical Proposal (8 pages maximum) supporting the service requirements as outlined within the Statement of Work, management capability and effective strategy, key personnel professional qualifications and experience (i.e., Staffing Plan), and contractor facilities and capabilities to provide required services.� Technical proposal submission must also include a completed Vendor Services Questionnaire, available at Attachment 4 of the solicitation. �Failure to comply with this term may result in the Offeror being determined to be non-responsive. b.� Past Performance (3 pages maximum): Information, within the past 3 years, regarding completion of same or similar requirements indicated by service requirements as outlined within the Statement of Work.� An Offeror will not be evaluated favorably or unfavorably on past performance if the Offeror has no record of relevant past performance or for whom information on past performance is not available. Offeror submissions shall be in electronic format and emailed to the Contract Specialist (CS) listed on this solicitation in accordance with the provision entitled �Instructions to Offerors-Commercial Items,� which applies to this solicitation. Offeror submissions must be in separate attachments that clearly indicate what is being provided.� The Government reserves the right to disregard any additional attachments without notification to any Offeror.� Subject line of the email should read:� 20118700 / Equine Veterinary Service / USBP / Tucson Sector. Due to restrictions on the size of email that can be received, ensure that all emails submitted are less than 10MB.� If a proposal exceeds 10MB, please separate the submission into multiple emails and include # of # emails within the subject line.� Any electronic submission determined to contain a virus will be deleted and not viewed or accepted for consideration under this solicitation. Offeror submissions must be received no later than the exact time specified in this solicitation to be considered for award. Time of receipt will be determined by the government�s email receipt time. It is the quoting firm�s responsibility to ensure this is done according to the above restrictions. Proposals MUST be good for 45 calendar days after close of solicitation. Pursuant to applicable regulations and guidelines, this solicitation requires registration within the System for Award Management (SAM) prior to submission of proposals. �Registration information can be found at https://sam.gov/SAM/.
