- Description: On or about July 20, 2020 an Invitation for Bid (IFB) will be issued for repair and construction of Building 402 on the 134th Air Refueling Wing at McGhee Tyson Air Base located in Louisville, TN The contract duration will be approximately 365 days after issuance of the Notice to Proceed (NTP). The solicitation will be a Total Small Business Set Aside. The North American Industry Classification Code (NAICS) is 236220 with a small business standard of $39,500,000.00 The estimated constructions costs of this project will be between $5,000,000 and $10,000,000.00 A pre-bid conference/site visit will be held on or around August 20, 2020 at a location and time to be determined in the solicitation. Please do not submit request for plans and specifications as they will be listed in the upcoming solicitation. Project Description: The Tennessee Air National Guard, McGhee Tyson ANG Base, Louisville, TN has been tasked to solicit for and award a project for the renovation of an existing classroom facility consisting of approximately 25,000 SF. The project includes but is not limited to the repair of: interior walls, ceilings, interior structural system support upgrade, windows, interior and exterior doors, exterior� utilities, electrical, lighting, HVAC and controls, mechanical, plumbing, sound attenuation, and internal and durable surfaces; roof replacement and upgrades as necessary; paint, floor coverings, millwork, and caulk. All necessary exterior building waterproofing, utilities, new access pavements, repair of site access pavements, site improvements, fire protection and detection systems. Repair existing elevator cab with new finishes, doors, and upgrade all related support / controls as well as shaft equipment. This project requires construction compliance in accordance with UFC 1-200-02, High Performance and Sustainable Building (HPSB). Proposed project will be a Firm Fixed Price contract. There are two brand name requirements in the specifications.� Schneider Electric SmartStruxure Energy Management Control Systems (EMCS) and the Monaco Fire Alarm and Mass Notification System.� The Justifications for both of these products will be posted with the solicitation.� Your attention is directed to FAR CLAUSE 52.219-14 (c) (4) LIMITATIONS ON SUBCONTRACTING which states ""By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees"" applies to this project. The bid opening date is scheduled for on or about 20 September 2020.� Actual dates and times will be identified in the solicitation.� Interested offerors must be registered in SAM. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. See video in vendor guide at 3.3 on advanced functions for other information. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/offerors cannot log into the FedBizOpps home page and search for data.
