- Description
- The U.S. Army Corps of Engineers (USACE) Kansas City District intends to issue a full and open unrestricted solicitation for a single Firm Fixed-Price, construction contract for Aircraft Parking Apron Replacement. The solicitation is expected to be available on or about 14 August 2020 on the Federal website at https://beta.sam.gov/. Key aspects of this project include but is not necessarily limited to replacing aircraft parking apron (full depth) with concrete pavement, crack repair and sealing asphalt in the personal operate vehicle (POV) parking area, install new aircraft tie downs and grounding points, paint airfield markings and aircraft parking locations, install gate operator control circuit, and incidental related work.� The work is located at the New Century Air Center in Olathe, KS.� The Government will evaluate the performance capability of offerors in accordance with the criteria described in the solicitation and the contract will be awarded based upon a Best Value Trade-Off process. The solicitation will include a detailed list of Evaluation Factors and will provide instructions for Proposal Requirements and the Basis for Award. The North American Industry Classification System (NAICS) Code is 237310, (Highway, Street, and Bridge Construction), full and open unrestricted. The estimated magnitude of this project is between $5,000,000 - $10,000,000. The estimated performance period for completion of construction is 720 calendar days from Notice to Proceed (NTP). Interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://www.sam.gov/portal/public/SAM/. If the offeror is a Joint Venture (JV), the JV entity must have valid SAM registration in the SAM database representing the JV as one business/firm/entity. Registration is needed to attend a site visit, that is tentatively planned for the week of 24 August 2020.� If your firm would like to attend the site visit please e-mail Jay Denker at Jay.B.Denker@usace.army.mil by 1:00 p.m. Tuesday August 18, 2020 - and provide your firm�s attendees name, company, phone and e-mail address.� I will be able to provide final details 2 days before the site visit.� This early registration will allow us to plan the location to allow the social distancing requirements as well as prepare the security team for access. A Proposal Guarantee will be required with your proposal in the amount of 20% of the Offeror�s proposed price or $3,000,000, whichever is less. Performance Bonds will be required for the full amount (100%) of the awarded contract before the Notice to Proceed can be issued.
