Description
Watervliet Fire Suppression Multiple Manufacturing Buildings Advanced Notice to Contractors: U.S. Army Engineer District, New York, CENAN-CT, 26 Federal Plaza, New York, NY 10278-0090 The U.S. Army Corps of Engineers, New York District intends to issue a solicitation package seeking to award a firm-fixed price contract, for the construction of a code compliant Fire Suppression System for five (5) manufacturing buildings (Building 20, 121, 122, 133, and 136) at the Watervliet Aresenal (WVA) in Watervliet, NY. This project will be solicited as a HUBZone Set-Aside procurement via Invitation for Bid in accordance with FAR. The work includes the following and incidental related work. Construction of a code complaint Fire Suppression System for five (5) Manufacturing Buildings (Building 20, 121, 122, 133, and 136) and incidental related work at the WVA. The Buildings associated with this project and respective SF, description, and height are listed as follows: Building 20- Approximately 106,632 SF, two story, Major Components Manufacturing Facility Building 121- Approximately 6,139 SF, single story, Research & Engineering Laboratory� Building 122- Approximately 1,580 SF, single story, Research & Engineering Laboratory Building 133- Approximately 7,642 SF, single story, Non Hazardous Storage Building 136- Approximately 26,952 SF, single story with basement, Boiler Plant �The type of fire suppression system to be constructed will either be a Wet Pipe Sprinkler System or a combination of Wet and Dry Pipe Sprinkler System dependent on the Building�s use and occupancies which range from Administrative to Indoor Personnel Operated Industrial Manufacturing Environments. Major construction items associated specifically with construction of the Fire Suppression system include; Several New Water Main Connections and associated Earthwork, New Primary and Secondary Electric Fire Pumps, and New Fire Detection and Alarm systems. Other elements of work include; Finishes, Acoustical Ceilings, HVAC work to include Thermal Insulation for Mechanical Systems, and Electric Heaters, New Interior and Exterior Lighting Systems, Demolition, Excavation and Handling of Contaminated Materials, Transportation and Disposal of Hazardous Materials, Asbestos and Lead Remediation. It is anticipated that the Invitation for Bid will be posted electronically via the SAM Beta on or about 17 August 2020 and the proposals will be due approximately 30 days later. Any and all amendments shall be likewise posted. Hard copies will not be available. It is the contractor's responsibility to monitor the SAM web-site for any amendments. Bidders/Offerors are required to be registered in the System for Award Management (see www.sam.gov). The period of performance for this project is 380 calendar days from the Notice to Proceed date. The applicable North American Industry Classification System (NAICS) code is 236220 for Commercial & Institutional Building Construction. The magnitude of this construction is estimated to cost between $5,000,000.00 and $10,000,000.00. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet, Telephone, email or fax requests for the solicitation will not be accepted or honored. Paper copies of this solicitation and amendments, if any, will not be available or issued. All vendors who want access to the solicitation must be registered with SAM. Prospective contractors must be registered in SAM.Gov prior to award. Lack of registration in SAM may make an offeror ineligible for award.
