Description
The Department of Interior (DOI), National Park Service (NPS), Interior Region 1, North Atlantic - Appalachian (IR1), New England Major Acquisition Buying Office (NE-MABO), is soliciting quotations on a Full and Open Competition After Exclusion of Sources basis from all interested businesses having the capability to perform the work described below. The solicitation will be issued electronically on the Contract Opportunities website at https://beta.sam.gov/search?index=opp. Quotation documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. Please Note: Paper copies of the solicitation will not be made available. ***** You can search for opportunities by keyword, solicitation ID, or by the name of a federal organization. Responsible small business sources may submit an offer that will be considered. The small business size standard for NAICS Code 236220, Commercial and Institutional Building Construction, is $39.5 million. ***** Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a DUNS number in order to conduct business with the Federal Government. ***** This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your quotation will be contained in the solicitation documents to be issued on or after the date listed below. ***** Proposed Solicitation Issue Date: Estimated on/about July 31, 2020. ***** The NAICS Code for this requirement is 236220, Commercial and Institutional Building Construction, is $39.5 million. ***** Title of Project: Mechanical System Upgrades for Charlestown Navy Yard Bldgs. 22 & 28, USS Constitution Museum, Boston National Historical Park, Boston, Massachusetts. ***** Description: There is a base requirement with 2 options. The base requirement is to remove two existing Air Handling Units (AHU-3 & AHU-4) and one boiler supplying the 1st and 2nd floors of Building 28 and then furnish, install and test one new Air Handling Unit (AHU-3) with two heating coils and two new boilers to supply the first and second floors of Building 28. Option A is to remove existing DX Air Handling Unit (AHU-9). Furnish, install and test a new DX Air Handling Unit (AHU-9) supplying the Museum lobby space, including modifications to existing ductwork in the lobby. Option B is to Replace select components of existing AHU-2 in Building 22 Substation. The Museum will remain open for the duration of the contract. Contractor shall have full use of mechanical spaces and chiller area for construction operations during the construction period during normal business hours of the USS Constitution Museum, when Museum staff are present at the site.***** Type of Procurement: It is anticipated that a firm-fixed price contract will be awarded using Federal Acquisition Regulation Part 15, Contracting by Negotiation, procedures requiring submission of both a technical and price proposal. The Government will conduct a source selection using the Best Value Continuum Lowest Price Technically Acceptable (LPTA) Source Selection Process defined at FAR Part 15.1. ***** Estimated Price Range: Between $500,000 and $1,000,000. ***** Estimated Period of Performance: The Contractor shall commence this contract within (10) ten days after the receipt of notification to proceed. They shall prosecute the work with faithfulness and energy and in a neat and orderly manner so as to complete the work under this contract no later not later than 180 calendar days after award. On-site work to begin no earlier than 11/01/2020. **** Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents. ***** A pre-proposal meeting may be posted and date/location will be noted in the solicitation. ***** All responsible sources may submit an offer which, if submitted in a timely manner, will be considered. It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance.
