Description
Amendment 0005�of Solicitation N40192-20-R-1300 is hereby issued on July 31, 2020. The date for receipt of proposals remains unchanged at August 31, 2020 at 4:30pm local time (Guam). � This procurement is intended for construction services to repair and modernize Lima Wharf and appurtenances at Naval Base Guam Apra Harbor. The work includes replacement of the steel sheet pile bulkhead, replacement of the mooring system, restoration of the heavy weather mooring system, fender system restoration, replacement of the existing electrical substation, replacement of wharf utilities (potable water, bilge oily water (BOW), sewer, steam, drainage, electrical, telecommunications), construction of wharf lighting, pavement and other appurtenances. The work also includes construction of a bilge oily water treatment system (BOWTS) to process BOW offloaded by vessels berthing at Lima for repairs. The NAICS Code for this procurement is 237990 (Other Heavy and Civil Engineering Construction) and the annual size standard is $39.5 million. The estimated cost of construction for the project is between $100 million and $250 million. The solicitation is issued as an unrestricted procurement utilizing tradeoff source selection procedures which require Offerors to submit a technical proposal, past performance information, and a price proposal for evaluation by the Government. Offerors shall submit with their offer a bid bond of $3,000,000 or 20 percent of the bid price, whichever is less. Specifications and drawings (original set dated 16 June 2020) will be provided via DoD SAFE at https://safe.apps.mil. �Requests for the specifications and drawings must be submitted electronically to Janeen Bais by email at Janeen.Bais@fe.navy.mil. �Once the contracting office has approved the request, the requestor will receive an automated email from DoD SAFE (email address NoReplyTo@mail.mil) that contains a link and passcode to access and download the specifications and drawings.
