Description
National Aeronautics and Space Administration (NASA)/Goddard Space Flight Center (GSFC) plans to re-open and request proposals under the On-Ramp provision of the Rapid Spacecraft Acquisition IV (Rapid IV) contracts. The Rapid IV contracts serve as a rapid and flexible means for the Government to acquire spacecraft and related components, equipment and services in support of the scientific and technology missions of the GSFC, NASA, and other Federal Government agencies.� Under the contract, Rapid IV contractors offer spacecraft and related services to be purchased via Government placed Delivery Orders (DO). �The spacecraft designs, related items and services may be tailored, as needed, to meet the unique needs of each mission. The Scope of Work encompasses all the required effort from receipt of a Rapid IV DO for a specific mission, through the development, shipment, launch and on-orbit checkout and acceptance of the spacecraft. The Rapid IV contract includes an �On Ramp� feature, which allows for the original solicitation to be periodically re-opened in order to give new vendors the opportunity to propose flight proven spacecraft designs. �On Ramps also give vendors already awarded a Rapid IV contract the opportunity to propose additional flight proven spacecraft designs and/or update their existing catalog designs. On or about August 17, 2020, NASA/GSFC will officially announce the On Ramp I under Rapid IV contracts, with proposals due approximately 30-45 calendar days after the announcement.� Proposals received in response to On Ramp I, shall be subjected to the same evaluation procedures as the Rapid IV RFP, Solicitation No. 80GSFC19R0016.� The entire Rapid IV RFP, including proposal evaluation procedures, may be obtained from the Rapid Spacecraft Development Office (RSDO) website, https://rsdo.gsfc.nasa.gov, under the �Rapid IV RFP� menu option. The Proposal Submission Instructions will be revised for the Rapid IV On-Ramp I and are anticipated to read as follows: The Offeror shall submit its proposal via NASA�s secure Large File Transfer (LFT).� Electronic submissions shall not contain hidden formulas, tables, be locked, be protected or contain links to data not included in the electronic copy. �All electronic submissions should be searchable and should not contain scanned documents, except those documents that must be provided in their native format (e.g., signature pages, prior award fee letters for past performance, DCAA/DCMA approval letters, as applicable).� It is the Offeror�s responsibility to ensure documents are free from virus and malware, as documents determined by NASA to contain a virus or malware will not be opened or evaluated. Offerors interested in submitting a proposal in response to this RFP shall request a LFT invitation email from the Contracting Officer. �The Government anticipates responding with an invitation to use LFT no later than 5 calendar days prior to the RFP due date. Upon receipt of the invitation email, an Offeror�s representative must click the link in the email to access the LFT website and register for an account.� Email invitations with LFT links expire in 168 hours.� The Offeror�s representative will create his/her own password.� The LFT website contains an LFT Quick Start Guide and a LFT User Guide with additional instructions.� It is the Offeror�s responsibility to follow instructions provided in the LFT Quick Start Guide and the LFT User Guide.� After logging into LFT, the Offeror should click the Send File tab to enter the recipient�s email address, compose a message to the recipient, and attach files. �In the �Subject� block of the �Send File� tab state �Rapid IV On Ramp I Proposal - Insert Company Name�. �Note: LFT sessions expire after 15 minutes of inactivity. �Offerors are advised that notifications alerting users the session is about to expire will not be provided by the LFT system, and any changes to the email form on the Send File tab will not be saved if the session times out.� If an Offeror wishes to send a file over 2GB, an Accellion applet will need to be downloaded.� Files can be sent up to 100 GB in total size. Immediately after all files have been transferred and the proposal has been submitted in its entirety, the Offeror shall email the Contracting Officer with a listing of all documents that were submitted via LFT. All qualified responsible sources may submit an offer which shall be considered by the agency. This synopsis shall serve as the pre-solicitation notice for the Rapid IV On Ramp I RFP. �The solicitation and any documents related to this procurement will be available over the Internet. �These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. �The Internet site, or URL, for the Federal Business Opportunities (FBO) home page is beta.SAM.gov. Additional information can also be found on the Rapid IV online Reference Library at:� https://elibrary.gsfc.nasa.gov/. NASA Far Supplement (NFS) Clause 1852.215-84, Ombudsman, is applicable. �The current installation Ombudsman can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. All responsible sources may submit an offer which shall be considered by the agency. Prospective offerors shall notify this office of their intent to submit an offer. �It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). �Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). �All contractual technical questions must be submitted in writing (e-mail or fax). �Telephone questions will not be accepted.
