Description
Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number for this requirement is 9531BM20Q0025. This solicitation is issued as a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-07. This requirement is issued under full and open competition. Background The National Transportation Safety Board (NTSB) is an independent federal agency responsible for investigating and determining the probable cause of every civil aviation accident and significant accidents in other modes of transportation - railroad, highway, marine and pipeline. The NTSB develops and advocates recommendations to prevent future accidents or reduce their effects in terms of loss of life, injury, or damage to property and coordinate assistance to victims and their family members impacted by major transportation disasters. The NTSB conducts safety studies and prepares safety reports based on analyses of transportation accident and incident data to identify safety improvements or evaluate the worth of transportation-related devices or policy. The NTSB Office of the Chief Information Officer (OCIO) was established in 2006 with the task of providing strategic direction and operational support for the NTSB�s information systems, developing and distributing programs and products for use by the NTSB and the public, and managing a security program that ensures the confidentiality, integrity, and availability of information. The NTSB has a need for Commercial Off the Shelf (COTS) risk management software to facilitate the management of the FY2020 Federal Information Security Management Act (FISMA) review process. Description of Requirement Review Attachment 1 which is attached hereto and incorporated herein for additional information. � Basis for Award The Government intends to award one (1) purchase order to the responsible Quoter whose quote conforms to the RFQ, will be most advantageous to the Government, price and other non-price factors considered, such that it provides the best value to the Government.� Best value is defined as the procurement process that results in the most advantageous acquisition decision for the Government that is performed through an integrated assessment and trade-off analysis between price and non-price factors. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the NTSB. Clauses and Provisions Review and complete Attachment 2, Clauses and Provisions, where applicable, which is attached hereto and incorporated herein for additional information. Submission of Quotations Your quotation must be received no later than 4:00 p.m. Eastern Time (ET), on or before August 12, 2020. LATE QUOTATIONS MAY NOT BE CONSIDERED in accordance with Federal Acquisition Regulation (FAR) provision 52.212-1. Offers may be transmitted via email to: ���������� Bryan J. Moy ���������� Email: bryan.moy@ntsb.gov The maximum size of an email, including attachments, which the NTSB email server can accept is 15 megabytes (MB). Therefore, the Contractor may choose to send their quotation in separate emails, if the combined file size of any email received by the NTSB email server will exceed 15MB. Contractors are encouraged to remove excess graphics from their quotations to ensure quotations remain under the file size limit. It is the Contractor's responsibility to ensure that the designated point of contact has received your quotation at the email address of the contact specified above by the quotation due date.
