THIS REQUEST FOR INFORMATION IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. This is a Request for Information (RFI), this is not a Request for Quotes (RFQ) or Request for Proposals (RFP). No formal solicitation document exists at this present time. This is not a solicitation announcement. The purpose of this Sources Sought notice is for market research to gain knowledge of potential vendors qualified under NAICS code 423450 search for hospital bed equipment PSC W065 with a NAICS code size standard of 200 employees. Responses to this Sources Sought notice will be utilized by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought notice, a solicitation announcement may or may not be published in FedBizOpps (FBO) or GSA ebuy. REQUESTED INFORMATION If you are interested, and can provide the required supplies/services, please provide the requested information as indicated below. Responses to this Sources Sought notice shall also include: company name, address, point of contact, size of business: Is this item on contract with your GSA, SEWP, other federal contract, or the NAC contract? Provide the contract type, contract number, category(s), sin, and source code. Please indicate business size status and representations for the above NAIC and PSC code, such as but not limited to: Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) with an active registration in VETBIZ, HUBZone, Woman Owned Small Business (WOSB), Small Business, Large Business, etc.). Please provide copy authorized seller letter if you are not the manufacturer. Provide Product literature links LINE ITEM: Rental Equipment 1 YR SOW STATEMENT OF WORK Title of Project: Medical furniture rentals Scope of Work: The contractor shall provide various rental furniture based on the needs of the patient, and within the scope of the national contract. Background: The Martinsburg WV Veteran Affairs Medical Center (VAMC) purchased various hospital beds, chairs and other patient use furniture in the past, however, it was not an economically feasible option to continue this practice due to the various medical needs of the patient. The furniture that is utilized is based on the patient s need and ailment, which is determined by the nurse involved in their care. For instance, some beds have a lower vertical reach while other beds are made for larger sized patients. In more critical situations, the medical furniture provides capabilities that align with a patient s sensitive condition. The demand for medical furniture upon request is based on the diverse requirements of the patient in care. The practice of renting hospital beds is common place within the VA due to the medical condition of the patient. Type of Contract: Firm-Fixed Price Place of Performance: Martinsburg WV VAMC 510 Butler Ave. Martinsburg, WV 25405 Cost: The cost of rental of the equipment is expected to be fair and reasonable. . Medical Personnel Responsibility: - Only the Inventory Management Specialists (IMS) or Reusable Medical Equipment (RME) technicians are authorized to call the Contractor and request for a rental bed through the established contract. - All information on current rental bed orders shall be provided to the designated COR or Contracting Officer. - Issues involving contractor response, product, or service shall be provided to the designated COR or Contracting Officer. Invoicing: - The invoice shall contain the contract number, date(s) of service, and information on the individual beds provided to the medical center. The invoice shall provide information for the COR to determine the total number of bed s in usage and the locations of those beds. - The invoice shall act as a property listing of beds for accountability of services provided. - The invoice will provide a breakdown of all services provided for the previous month. - The contractor shall not invoice until all required documentation is complete. - If the supporting documentation has not been completed before the invoice is received by COR at the medical center, the invoice shall be considered incomplete and will be returned. - The invoice may be resubmitted after completion of all required documentation. However, for the purpose of computing interest under the prompt payment act, invoice receipt date shall be the date the resubmitted invoice is received by the COR at medical center. Payment: - All payments made under the contract will be made monthly, in arrears, upon submission of a properly prepared invoice for the services furnished in the previous month. No advance payments will be authorized. - Contractor shall submit an invoice on an individual basis for services provided. Invoices without proper documentation will be returned. - Payments under this contract will be made in accordance FAR 52.232-34, Payment by Electronic Funds Transfer Other Than Central Contractor Registration. The - Contractor shall provide the appropriate form and account information for electronic transfer. - Payments made by the medical center under this contract shall constitute the total cost of services provided by the Contractor. The Contractor hereby agrees that in no event shall the Contractor bill, charge, collect a deposit from, seek compensation, remuneration, or reimbursement from, or have any recourse against the beneficiary, the beneficiary s family, private insurer, Medicare or any other entity acting on the beneficiary s behalf, for services provided pursuant to this contract. Billings rendered by the Contractor to the medical facility for services furnished to VA beneficiary under the terms of this contract shall be billings in full. Contractor Services: - The contractor shall provide services to the Medical Center 24 hours a day 7 days a week to include Holidays. - The contractor shall provide the medical facility with various medical furniture listed on the subject national contract. - The contractor shall provide any equipment, tools, or items in sufficient quantities to perform their assigned tasks during the delivery and pick-up process. - Contractor and VA staff will meet on an as needed basis to evaluate overall effectiveness of the contract, resolve problems and improve policies and procedures. Further clarification on the diversity of demand: The medical furniture is utilized based on the patient s need and ailment, which is determined by the nurse involved in their care. For instance, some beds and chairs have a lower vertical reach while others are made for larger sized patients. In more critical situations, the medical furniture provides capabilities that align with a patient s sensitive condition. Some beds or mattresses are tailored to prevent and treat skin breakdown by providing uninterrupted pressure redistribution without the need to transfer the patient for additional therapy. Other beds have a built in extender to add length to the bed for tall patients, which would require additional cost for replacement bed with extended length without this feature. The bed is able to meet patient specific needs with various position controls such as dining chair which is best for post op surgical patients and vascular position for lower extremity swelling. Based on the various needs of the patient the purchase of hospital beds would not be economically feasible for the government, therefore, the hospital is requesting the continued use of rental beds. The practice of renting hospital beds is common place within the VA due to the diverse needs of the patients NOTES All Capability Statements/Responses to this Sources Sought notice shall be submitted via email only to stephanie.henderson3@va.gov. Responses to this Sources Sought notice must be received no later than 8/21/2020 at 1:00 p.m. (Eastern Standard Time). This Sources Sought notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued, it may or may not be announced at a later date, and all interested parties shall respond to that solicitation announcement separately from the responses to this Sources Sought notice.
