Description
This is a Sources Sought Synopsis. �The intent of this synopsis is to identify potential sources that are capable of constructing�an aircraft fuel system consisting of a harbor fuel receipt station, pipeline, fuel storage tanks, and high flow rate fuel delivery to aircraft hydrants and truck stands. Sources must also�be capable of obtaining�bonding in the range of $100M to $250M. NAVFAC Pacific will use the responses to this Sources Sought synopsis to make the appropriate acquisition decision for the planned procurement. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan-holder�s list. After review of the responses to this synopsis, a pre-solicitation announcement will be published beta.sam.gov if the Government intends to proceed with this procurement. The scope of work may include the construction of a new aircraft fuel system consisting of a harbor fuel receipt station, pipeline, fuel storage tanks, and high flow rate fuel delivery to aircraft hydrants and truck stands. Fuel storage tanks including�one 100K barrel aboveground storage tank and two 60K tanks. System will also include carbon steel pipelines, additization station, seaport pump station, operational pump station at airport, truck fillstands, fire protection, spill control facility, emergency generators, and parking for fuel-related vehicles, and incidental related work.� The Government will evaluate responses based upon experience and bonding capacity.� Offerors shall complete and submit the attached form Questionnaire (Attachment 1) and the Experience Questionnaire (Attachment 2). Offerors having the capability to perform this work are invited to submit its qualifications, limited to 10 pages (8 �� x 11�, duplex), by 10:00 AM Hawaii Standard Time�on August 14, 2020. �Documents may be submitted via electronic mail to Kyla Tamayori at kyla.m.tamayori@navy.mil and Tyler Moon via electronic mail at tyler.moon@navy.mil. �Complete information must be submitted as the Government will not seek clarification of information provided. �The Government will not contact the concern for clarification of information. �This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. �The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. �The Government will not provide a debriefing on the results of this survey. �All information will be held in a confidential manner and will only be used for the purposes intended.
