- The Government would like to emphasize that Minor Construction is part of the requirement and interested parties will need to be able to provide those services. The Government is also attaching a draft version of the Performance Work Statement (PWS), DOL Davis Bacon General Decisions that are contemplated for this requirement, and an item list of minor construction services that are contemplated by this requirement. THIS IS MARKET RESEARCH ONLY AND NOT A REQUEST FOR PROPOSAL. RESPONSES ARE DUE ON AUGUST 7, 2020 AT 2:00 P.M. The General Services Administration (GSA), Public Building Service (PBS) is seeking your advice and expertise regarding a requirement for combined custodial, building operations, and mechanical maintenance services for the Federal facilities listed below. Services include janitorial and related services, snow removal services, landscaping services, building operations services, preventative and predictive mechanical maintenance services, corrective maintenance services, minor repairs, and minor construction services. The GSA uses National Computerized Maintenance Management System (NCMMS) to manage is maintenance and minor repairs for its facilities. Buildings numbers and addresses: Silvio O. Conte Federal Building (MA0180ZZ) 78 Center Street Pittsfield, MA 01201 RSF: 26,859.76 Outside area to be policed: 39,000 SF Paved and Parking Lot area: 17,400 SF Lawn Area: 1,000 SF Harold D. Donahue Federal Courthouse (MA0113ZZ) 595 Main Street Worcester, MA 01608 RSF: 94,694.23 Outside area to be policed: 4,826 SF Paved and Parking Lot area: 0 SF Lawn Area: 0 SF Philip J. Philbin Federal Building (MA0129ZZ) 881 Main Street Fitchburg, MA 01420 RSF: 79,664.83 Springfield Federal Courthouse (MA0051ZZ) 300 State Street Springfield, MA 01105 RSF: 127,004 GSA is seeking to award a long-term contract or contracts (potentially up to ten (10) years but not less than five (5) years) and to establish a trusted relationship at these important Federal Buildings. The primary NAICS code for this sources sought notice is 561210, Facilities Support Services. The Small Business size standard is $41.5million. We would like any feedback on our approach for developing the PWS, solicitation, including evaluation factors that would make this solicitation more meaningful. The Government intends to solicit and award a contract based on the above scope of work. We would also appreciate feedback on specific aspects of the performance work statement (PWS) that could help us to be more effective efficient, and find cost savings. The requirement is covered by a Collective Bargaining Agreement (CBA) attached. We would also like to determine how many firms are interested in submitting a proposal in response to this solicitation. Please provide your capabilities statement, including your small business socio-economic group and your level of interest in providing a response to this solicitation. � We understand that your competitors may be participating at the Pre-Solicitation Conference and that you may be hesitant to ask a specific question during the Pre-Solicitation Conference.
