Description
SOURCES SOUGHT:� The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), intends to acquire a turn-key project for the removal and replacement of the emergency power generator (EPG) located at the National Weather Service (NWS) Weather Forecasting Office (WFO) in Grand Forks, ND. The specific address is 4797 Technology Circle, Grand Forks, ND 58203-0600.� Expectation is that award will occur in early September 2020. As identified in the Statement of Work (SOW), the turn-key project requirements shall include: Suppling a diesel driven 115 � 130 KW 480 volt 3-phase generator with battery charging/maintainer.� Meeting the EPG minimum standards as identified in the SOW. Providing all parts, labor, and necessary permits/certifications to remove and replace the current EPG. Pictures of the old/current EPG are provided as a separate attachment. Disposing of the existing Convalt 1000-gallon diesel storage tank and associated piping ((recover all diesel fuel to ensure no spillage) clean and polish fuel for reuse. Installing a 1000 gallon double wall steel tank with tank level gauge (tank will be equipped with a drain) with a secondary containment system in compliance with all current codes.� Provide necessary permits and certifications. Remove existing tank level monitoring system and install a new tank level monitoring system with both an audible and visual alarm. That monitors, over fill above 90% full, leakage of fuel to second wall of tank. Installing an AXI FPS-SX-F or equivalent fuel polishing system. Minimum standards are: 2.5 gpm/150gph.� 1/3hp single phase 110v 60 Hz electric motor continuous duty thermally protected gear pump.� Supply and connect a 110 volt electrical circuit for the fuel polishing system from existing power panel. CAPABILITY PACKAGE:� This is not a solicitation nor is a solicitation available at this time.� A decision as to whether this acquisition is set-aside for small business will depend upon responses to this announcement. �Contractors interested in this requirement must respond to this notice with brief supporting documentation to demonstrate that they are capable of performing the attached SOW.� Responses shall contain company name, address, point of contact, telephone number, email address, DUNS and CAGE Code, socioeconomic category, and business size for the specified NAICS code 423830.� All interested parties must submit their company information in no more than 5 pages, which includes technical descriptions, pictures, etc.� Responses must be submitted in Adobe pdf. format to the attention of Jason S. Niederwerder via email at jason.niederwerder@noaa.gov. Responses are due no later than Friday, August 7, 2020 at 4:00 PM CST.� The following information must be submitted in the capability statement: 1) Description and technical specifications of EPG to be supplied. 2) Write-up that illustrates capability to perform removal and replacement criteria.� Please include an understanding and ability to perform disposal requirements.
