- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation W9127N20Q0016 is for 25 Bergen sites within The Dalles and John Day Projects, Oregon. This contract includes an optional task for two sites in the Lower Monumental Project, Walla Walla District, Washington. The U.S. Army Corps of Engineers (Corps) and the Bonneville Power Administration (BPA) (Agencies) are jointly responsible for compliance with Section 106 of the National Historic Preservation Act (NHPA) under the terms of the 2009 System wide Programmatic Agreement (SWPA) for management of historic properties affected by operations of the Federal Columbia River Power System (FCRPS). The Corps, Portland District manages the Bonneville, The Dalles, and John Day Projects, which are part of the FCRPS. The FCRPS Cultural Resource Program works closely with interested and affected tribes, State Historic Preservation Offices (SHPOs), and other agencies for cultural resource management in compliance with Section 106 of the NHPA. The Burke Museum houses the Dr. Harold Bergen collection. The collection, including site reports, maps, photographs, and over 14,000 artifacts, represents decades of work in Oregon and Washington by Dr. Bergen and his wife, Marjory Bergen. Dr. Bergen recorded many sites providing them with his own site number, and are sometimes referred to as the Bergen Sites. � �� The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2020-04. This solicitation is being competed as a Total Small Business Set-Aside under the NAICS Code of 541990 � All Other Professional, Scientific and Technical Services with a small business size standard of $16,500,000.00. �All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award.� Lack of SAM registration will make an offeror ineligible for award.� The Portland District Contracting Office Small Business Specialist is Ms. Carol McIntyre, at 503-808-4602.
