- Automatic Transfer Switch Replacement Statement of Work 568-20-3-9005-0123 Hot Springs VA Medical Center 500 N. 5th St. Hot Springs, SD. 57747 I. Background: VA Black Hills Healthcare System has a requirement for an electrical contractor to replace an existing Automatic Transfer Switch. The contractor shall furnish, install, perform electrical wiring and start-up of one (1) ASCO 7000 Automatic Transfer Switch (ATS), associated components and accessories for Hot Springs VA Medical Center in Building 12, Main Hospital Generator Room. Approved contractor agrees to administer and complete the project pursuant to the terms of this Scope of Work and in the proposal submitted by VA BHHCS Hot Springs. II. Contractor Requirements: Contractor will provide all labor, equipment, materials and travel to perform the service. Contractor will furnish the following: One (1 ea.) ASCO 7000 Series, Automatic Transfer Switch (ATS), G frame, Front Connected, Enclosure: 87 H x 38 W x 23 D, NEMA type 1 cabinet. Catalog Number of new ATS: # G7ATSB31600C5XC-40MY, includes Pull Box / Left Side. Pull Box dimensions: 87 H x 12 W x 23 D ATS Specs: Automatic Open Transfer Switch, 4-pole, Switched Neutral, 4-wire, 1600 Amp, 208 volt, NEMA type 1 Enclosure Contractor shall coordinate with VA Contracting Officer Representative (COR) to schedule the date and time of service. VA business hours are M-F, 8:00am-4:30pm. After-hours or weekend work may be required. Contractor will work with VA COR and Journeyman Electricians for basic job plan, basic VA safety discussions, and electrical configuration sequence as they pertain to the facility requirements. Contactor will disconnect and relocate the existing Automatic Transfer Switch to a temporary location within the Building 12 generator room and connect temporary electrical wiring for its proper function to provide critical power during new equipment installation. Contactor will install a lockable switch to prevent ATS from sensing normal power loss. Contractor will provide all transportation of new Automatic Transfer Switch equipment to final location with existing ATS operational in temporary location. Contractor will connect all electrical wiring to the new Automatic Transfer Switch in proper sequence to minimize duration of power outages to the electrical distribution system. Contractor will follow all National Electric Code, NFPA 70e and OSHA requirements for this service. Contractor will provide ATS control wiring termination within the enclosure. Contractor will check and ensure proper electrical phasing, verify connections and indicator lights function properly. Contractor will provide ATS Startup Services by an ASCO factory trained technician. Contractor will remove the old Automatic Transfer Switch from VA property upon completion of new equipment start-up. VA will retain the old ASCO 7000 controller as a spare. Contractor will clean up all service-associated debris and materials, properly removing from facility upon completion. Contractor will provide a copy of the ASCO operational checklist to VA Facilities Management Contracting Official Representative (COR) at Hot Springs VA Medical Center upon completion of work. Warranties, manufacturer documents and manuals will be provided to VA Contracting Official Representative (COR), Facilities Management at Hot Springs VA Medical Center upon completion of work. ASCO engineering and manufacturing lead time requires up to 7 weeks from order placement. Service required with furnished equipment in Contractor possession no later than 90 days after award of contract. III. VAMC Requirements: Hot Springs VAMC will provide contractor access to the equipment location for performance of this scope of work. Hot Springs VAMC will provide VA contact names and phone numbers for all contract related communications. Hot Springs VAMC will provide a clean, safe and well lighted work environment for contractors. Hot Springs VAMC will provide applicable drawings and schematics to the location for contactor use in the installation of equipment. Hot Springs VAMC will provide available space for the temporary relocation of existing ATS. Hot Springs VAMC will install a concrete housekeeping pad for placement of new equipment once existing ATS has been temporarily relocated.
