Description
This is an amendment to the previous Intent to Sole Sources sent out on June 25, 2020, that ended on July 03, 2020. The purpose of this amendment is to include missing information on the contract type (Base + 4 option periods). The United States Bureau of Reclamation (USBR), California Great Basin Region intends to negotiate a sole source, firm-fixed priced service contract with a base plus four (4) option periods with the County of Napa, Office of the Sheriff, 1535 Airport Blvd. Napa, CA 94558. This will be conducted under the authority provided under Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) � only one source will be solicited in accordance with PL 107-69 provides authority for BOR to contract for Law Enforcement (LE) services with Federal, State or local LE agencies (not private). This law further requires the use of �Law Enforcement Personnel� which it defines as �an employee of Federal, State, or local government agency, including an Indian tribal agency, who has successfully completed law enforcement training approved by the Secretary (of the Interior) and is authorized to carry firearms, make arrests, and execute service of process to enforce criminal laws of his or her employing jurisdiction.� The Sheriff in Napa County will not grant jurisdiction for the enforcement of State law to others outside of his department, so we are in effect limited to contracting with the local Sheriff�s Department. This Notice of Intent is not a request for competitive quotes. No solicitation documents are available at this time and telephone requests will not be honored. Firms believing, they can provide this service above must provide written notification by Thursday, August 13, 2020 at 3:00 p.m. Pacific Time to the Contracting Officer with supporting evidence in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses received within the due date of the solicitation will be considered by the Government. Responses shall be emailed to the Contracting Officer listed below and shall include the firm's Dun and Bradstreet number. Firms shall identify their business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS Code 922120.
