- Description
- The United States Department of Agriculture (USDA), Agricultural Marketing Service (AMS), Cotton and Tobacco Program is issuing this sources sought announcement for the purchase of a cotton classing laboratory facility in Memphis, Tennessee.� This notice is being issued to determine the interest, availability, and capability of Small Business and Large Business concerns as described below. The NAICS code for this procurement is 531120 with a small business size standard of $41.5 million in annual gross receipts.� The solicitation is planned to be issued in September 2020. The minimum requirements for the facility are:� Delineated area: Bartlett Corporate Park, Arlington Industrial Park, and the Goodlett Farms Corporate Park Facility size:� between a minimum of 83,000 warm-lit rentable square feet and a maximum of 115,000 rentable square feet of classing lab, office space and warehouse space, plus parking as required by local code (including at least 145 official parking spaces), consistent with applicable zoning, and other restrictions imposed by law, or regulation Minimum Office Area:� 17,000 square feet Minimum Warehouse Area:� 19,000 square feet Building Fully Sprinklered with wet fire protection sprinkler system or a building with a sprinkler system capable of being expanded to full coverage. Classing Laboratory meeting ASTM conditions of 70 deg. F. +/- 1 deg. F. and 65% Relative Humidity +/- 2%RH, including Insulation with vapor barrier around ASTM space or capable of installing insulation and vapor barrier Walls to deck or capable of being extended to deck Cotton has been classed in the building within the past 20 years. Classing Lab is served by an HVAC system consisting of water chillers and hydronic and/or steam boilers Facility has a truck dock suitable for a semi tractor-trailer Building age is less than 30 years old Building has a data center with dedicated HVAC system(s) Data Center has a raised floor Building has at least two sets of Men/Women Toilet Room(s) meeting the following requirements: Minimum 12 water closets (min. of 4 women, 2 men, each location) Minimum 4 urinals (minimum of 2 at each location. Minimum of 4 water coolers Building is served by a backup emergency generator, minimum 100KW size Total Land Area:� Between 7 and 15 acres Building has a functional fire alarm system Building has 460volt, 3 phase, 60 hz. Electrical service Facility Security Level IV to the Maximum Extent Feasible Interested firms/building owners should submit a capabilities package to include the following: Site address or location; Contact information and e-mail address of the Owner of the Site and Owner's Representative; Adequate proof of ownership and ability to transfer the site to the Government; Proof that the site meets the requirement of having classed cotton samples. Demonstration that the site meets the public utilities requirement set forth above; Evidence that the offered site can receive required land use and zoning approvals to allow occupancy by June 2021; in furnishing this evidence, please include any available surveys, topography maps, or other documents identifying or describing the site, any easements, underground storage tanks, utilities locations, or any zoning, public or land use approvals secured or any environmental assessments or reports available ; Any construction documents, including CADD drawings or PDF files of existing building if available.� Of interest is record or as-built architectural, structural, mechanical (HVAC), plumbing, electrical, life safety and sprinkler drawings and specifications.� These documents will be utilized to confirm compliance with the requirements set forth below. Evidence that the offered site will meet the other specific requirements identified herein; and The terms under which the developer is willing to sell an existing building of a minimum of 83,000 rentable square feet to a maximum of 115,000 building compliant with all applicable codes on a per rentable square foot basis including parking Business classifications (i.e. HUBZone, Small Business, Woman Owned, 8(a), etc.), annual gross revenue estimate, location of facility being considered for this requirement. � Firms/owners who are interested in responding to the solicitation in September, must be registered and active in the system for award management (www.sam.gov).� Registration in SAM is free. Responses are due August 14, 2020.� Responses should be addressed to Beverly Brown and emailed to BeverlyS.Brown@usda.gov. Responses are limited to 20 pages. The Government will not pay for any material provided in response to this market survey nor return the data provided.
