Description

NOTICE OF INTENT TO AWARD SOLE SOURCE. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a notice of intent to solicit and award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulations 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Department of Veterans Affairs, Orlando VA Healthcare System, Network Contracting Office (NCO) 8, 13800 Veterans Way, Orlando, Florida, 32827, intends to award a firm-fixed price sole source contract for CARTO 3 System Software Upgrade to Johnson & Johnson International, 475 Street C STE 200, Guaynabo, Puerto Rico 00969, United States. The delivery and performance are located at Caribbean Veterans Affairs Healthcare System, 10 Casia Street, San Juan, Puerto Rico 00921. The NAICS code for this procurement is 339112 and the Small Business Administration Size Standard is 1,000. This procurement is also being conducted in accordance with procedures in FAR subpart 13.5 under the authority for other than full and open competition FAR 13.106-1(b) soliciting from a single source. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of providing the required upgrade to San Juan, PR. This is NOT a request for quotes. The determination not to compete this proposed contract action is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. Questions or comments to this Notice of Intent must be received by August 12, 2020 by 16:30 PM, Eastern Standard Time. Responses should be submitted electronically to Jessica Kiser, jessica.kiser@va.gov. No solicitation documents are available and telephone requests will not be accepted.
