- Project Synopsis: Mission Support and Test Services, LLC (MSTS), under contract to the Department of Energy (DOE), National Nuclear Security Administration Nevada Field Office (NNSA/NFO), is seeking sources who can support procurement and installation of network systems for the Ukrainian Ministry of Defense (U-MOD).� The proposed timeline for this project is approximately two (2) years with delivery of equipment to begin as early as October 2020. �The project scope is installation and interface with other established systems in various U-MOD facilities throughout the Ukraine.� The primary place of performance is Kyiv, Ukraine. Specific Requirement/Capabilities: The successful candidate will work under the direction of MSTS and the tasks will include, but are not limited to the following: Capable of procuring routers, racks, cabling, etc. including warranties, licenses. Demonstrated experience in Installation, configuration and validation testing of the installed network systems. Capable of providing training and professional services in the Ukraine. The successful candidate must have an existing ability to operate in the Ukraine on Ukrainian Military bases and provide the following in-country capabilities, resources, skills and expertise: Must currently have, or can obtain prior to the commencement of the project, an ability to access Ukrainian Military facilities with appropriate clearances. Must be able to demonstrate previous experience in OCONUS systems installation. Must be able to demonstrate the current capability to install IT equipment in the Ukraine, into an existing Ukrainian Military Network. Must furnish management, technical and non-technical personnel necessary to support the expansion of the network of the Ukrainian Armed Forces Network (In country resources must have the ability to access Ukrainian Military Bases.).� US personnel must be NATO Secret credentialed, a valid passport and Theatre and Country Clearance. Must have existing personnel or access to resources including Program and Project Management, and, technical resources such as Networking Manager, Networks Specialists and Server Installation Specialists to support Application Server configurations.� Must be able to demonstrate execution of project of this scope and complexity in an OCONUS environment. Must have the existing capability or access to resources that can provide both the IT Equipment and supporting non-technical equipment necessary for the successful installation of fully functional (routers, switches, firewalls, servers and computer services) network nodes based on open systems and modularity capable of immediate operations and upgrades. Must provide personnel capable of building site specific installation kits, based on the unique requirement of each Ukrainian Military location. Must have the current capability to procure specific network and IT infrastructure equipment in the US for delivery in the Ukraine to include tools, supplies (non-technical) as well as technical IT support supplies. Additionally must understand and design to Ukrainian military power standards including physically configured appropriate electrical connections (plugs, sockets). Must have demonstrated experience in Export Control, including ITAR, EAR, and other export control compliance. Must have current capability to procure maintenance and support agreements on all equipment to be installed and to be delivered to the Ukrainian military. Must have current capability, or can obtain the capability prior to project execution, to move/transport equipment and supplies from centralized Ukrainian Military warehouse to outlying locations. Must have personnel or ability to obtain access to personnel capable of conducting Technical Site Surveys and development of system documentation, deliverable to the U-MOD. Must have current capability to create all aspects of technical IT documentation such as site surveys, design packages, test readiness reviews, installation guides, project design guides, test plans, system acceptance test plans, operation guides, training for specific devices cutover plans, and overall network documentation all in acceptable format to the Ukrainian Military. Must have current capability to develop technical documentation (router, switches, firewalls, servers, applications) installations in English and Ukrainian (interested vendors can demonstrate ability to obtain English/Ukrainian translation services for technical documentation). Interested vendors must be able provide an integrated master schedule (IMS) that includes all fielding tasks.� The tasks will identify in detail the activity installation capability being fielded, period of fielding, by function i.e. equipment order date; required delivery date; hardware install date; hardware/software configuration period; inspection; verification and validation; new equipment training; acceptance and handoff. Interested vendors must have a system of internal controls to manage (control, use, preserve, protect, repair, and maintain) property in its possession.� This requirement applies to all property under the SUBCONTRACTOR's accountability, stewardship, possession or control, including its vendors or sub-contractors. Interested vendors must have an acceptable database/forms to maintain accountability over equipment throughout the lifespan of the project.� The SUBCONTRACTOR shall provide the required shipment tracking data, equipment damage/lost/stolen report, LOMs, on-site physical inventory lists, and excess material reports.� Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by August 17, 2020. Interested parties must provide a Capability Statement to include at a minimum, evidence of prior experience procuring and providing these same types of services.� Interested Parties should address each and every capability requirement specified above in sufficient detail to clearly demonstrate that they possess all of the required capabilities. �In addition, please include your organization name, address, e-mail address, web site address, telephone number, DUNS number, and type of ownership, i.e., Corp, LLC etc. for the organization.
