Page 1 of 2 SOURCES SOUGHT: The Department of Veterans Affairs, VISN 6 Network Contracting Office (NCO) is conducting Market Research through this sources sought notice to help determine the availability of qualified Businesses within registered under NAICS code 511210 Software Publishers, capable of providing a Nursing resource management software subscription of, brand-name or equal to the AcuStaf Software that meets the following specifications for one base-year and four-option years: Scheduling Supports multiple scheduling formats including self-scheduling, fixed, rotational, and scheduling within a schedule. System has an easy-to-read start and end time with custom labeling. Designed with capability to expand to other clinical areas within the organization. Staffing Has a comprehensive view of coverage by shift, category, division, department, cost, and schedule unit. Utilizes intelligent open shift management, workload integration for real-time comparisons, and work/patient assignment tracking. Finance Provides detailed budget management based on hours, FTEs, and cost. Matches fiscal reporting structure, includes variable staffing budget capabilities for accurate staffing by shift, category, and day. Even provides seasonal budget management. Workload Integrates to any Patient Classification system supporting Units of Service (UOS) staffing measurements across organization. Real-time variance reporting by shift, category, and unit. Human Resources Integrates to any HR system eliminating duplicate data entry. Information Tracking Integrates into credentials tracking with built in alerts to ensure staff credentials are current before engaging with patients. Supports credential, licensure, CEU tracking, and more. Time and Attendance with Pay Rule Automation Comprehensive time tracking and complete payroll integration. Supports time capture, badge and biometric readers, mobile devices, and PCs. Access control, alerts, and messaging. Reporting Summarize information the way you need it with the ability to report by shift, category, day of week, unit, cost center, department, division, affiliates, and more. Summarize hours, FTEs, and cost. Information Technology No software license fees, maintenance, or hardware to buy. We-based solution hosted by Amazon. Supports most browsers and accessible on mobile devices. The system shall automate labor-intensive, time consuming processes that are now manually interfaced with multiple applications that increase efficiencies, data quality, and to support decision making. Staffing schedules are currently created several weeks in advance; however, as a patient population and available resources can change in a matter of hours, it is critical to have access to employee information to be able adjust staffing arrangements to manage the clinical nursing needs of Veterans and to facilitate communication in changing needs within the facility and with the employees. Because nursing care is delivered 24 hours/7 days a week, ability to access and modify scheduling by managers, supervisors and chiefs in needed. Product exists as a software services subscription not requiring purchase of actual software or software licenses. Offers annual subscription pricing. Capable of Cloud computing with VHA approved entities. Can minimally accommodate 600 employees. Already has interconnectivity and security agreements in place with VHA to include National ISA/MOU & BAA. Has already met testing and acceptance requirements and has secured a connection for cloud computing at VACO. Reporting systems specifically designed to meet requirements for VHA Directive 2010-034. Inclusive in subscription costs that include: 24/7-365 technical & emergency support, updates, upgrades and interface installations and any other enhancements in use at other VA facilities. Support appropriate responses to the fluctuations in patient census and acuities by using embedded decision support tools. The primary use of the system will be staffing scheduling, so managers can coordinate schedules, capture data, produce reports, and coordinate work assignments to meet patient care needs. Demonstrated ability to support compliance with public law and other regulatory and agency mandates for staffing regulations and monitors. Demonstrated ability to consolidate data from multiple sources to support multiple administrative decision functions into a single system (licensure, certifications, emergency notifications, etc.) Utilizes an HL7 interface with Vista that brings in real-time Admit, Discharge, and Transfer information. Utilizes an HR interface that brings in several points of data validation for VANOD including series, position, grade, step, licensure information, EOD, degrees, other schooling, BOC, ALBCC, Occupation Series Code and more. Utilizes the census interface to correlate with budgeting and reporting to databases like VANOD, DSS, NDNQI and more. Possess robust reporting capability including both parameters defined standardized and ad hoc reports. Demonstrated ability to accommodate staff based on sets of predetermined parameters. Demonstrated ability to interface with VHA data systems for the collection, retrieval and organization of period-defined (hourly, shift, daily, monthly, annually, etc.) including, but not limited to: Management of nursing resources and associated costs Nursing hours (HPPD) data Patient admission, discharge and transfer activity Clinically relevant reports All respondents shall indicate the following: Whether or not they are small business manufacturers of the products they wish to offer, or Whether or not they are distributors of a small business manufacturer. Failure to provide the above information may result in the potential offeror being considered incapable of meeting the VA s needs If the contractor can provide the above items, the contractor shall provide a letter from the manufacturer stating they are an authorized distributor/licenser of their products. Failure to submit an authorized distributor letter shall result in the product(s) potentially offered to be considered grey market and shall not be considered technically acceptable. If the contractor can provide the above product and/or services, please indicate in your response that the above requirements can be met and provide a brochure of its product. The capability statements received from this market research are for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not assume any costs incurred by the contractor in the preparation of responses.
