Description
Notice of Intent This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to negotiate a purchase order with Woods Hole Oceanographic Institution, Woods Hole, Massachusetts for a remotely operated vehicle (ROV) to support the collection of geological, biological, and geochemical data in the Escanaba Trough, Northeastern Pacific as described in the attached Statement of Work. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items, FAR Part 13 entitled, Simplified Acquisition Procedures, and FAR Subpart 13.5 entitled, Simplified Procedures for Certain Commercial Items. Woods Hole Oceanographic Institution is, to the USGS' knowledge, the only source who can operate at a depth of 6500 m with a payload capacity of 4000 lbs, has extensive experience performing scientific sampling including grab sampling, suction sampling, and IGT sampling, has a 4k UHD Still camera and Mini Zeus HD Video cameras with a file based data storage system, has 2x Schilling manipulators for collection of grab samples, and has a suction sampler to add to the ROV sampling basket. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 483112, Deep Sea Passenger Transportation, and associated size standard 1,500 employees apply to this announcement. Responses to this announcement shall only be accepted through electronic mail addressed to nlushenko@usgs.gov and must be uploaded and received in their entirety no later than 31 August 2020 at 1700 ET. Responses submitted by hardcopy or the FedConnect web portal or the FedConnect Message Center shall not be accepted or considered. STATEMENT OF WORK The U.S. Geological Survey has a requirement for a Remotely Operated Vehicle (ROV) to support the collection of geological, biological, and geochemical data in the Escanaba Trough, Northeastern Pacific. The planned operations are from September - October, 2020, on the ship the Research Vessel Revelle. The ROV will leave with the vehicle from port in Newport, OR and transit on the vehicle to the study site offshore northern California, Southern Oregon. Approximately 20 work days will be spent on site using the ROV to collect samples, video, and geochemical data. The other days reflect transit (4 days) and demobilization in San Diego (2 days) Upon completion of the work, the ship and ROV will return to San Diego, CA. VEHICLE OPERATIONAL SPECIFICATIONS TO BE PROVIDED TO USGS 1. Name and detailed description of the vehicle to be used under this contract VEHICLE REQUIREMENTS 1. The vehicle must be a working class Remotely Operated Vehicle (ROV) 2. The vehicle must be able to work at 3500 m water depth 3. The vehicle must be able to be deployed from the R/V Revelle 4. The vehicle must be available in Newport, OR in September 2020 to join the R/V Revelle 5. The vehicle must be able to lift up to 3500 lbs and accommodate sample storage including multiple Isobaric Gas Tight (IGT) high temperature fluid samplers, push cores, rock and faunal samples 6. The vehicle shall be equipped with two bi-directional manipulators 7. The vehicle must be able to accommodate 24-hour scientific operations 8. The vehicle must include high definition cameras and still cameras and lighting sufficient for the deep ocean 9. The vehicle must be able to accommodate geochemical sensor integration
