- Description
- The Department of Veterans Affairs Central Iowa Health Care System located in Sioux Falls, SD, intends to negotiate on a sole source basis the AE Design CLC Cottage Hospice (SF) with The Schemmer Associates, located in Omaha, Nebraska. NAICS code 541330 applies to this procurement. This AE firm provided the original conceptual design, design development, and construction documents for this project. However, since the AE Design was completed in 2016 the VA wishes to have the original AE firm refresh the architectural finishes, physical security and resiliency, and the site location for the new building. All site investigation and structural, architectural, plumbing and HVAC design work would need to be duplicated if not procured from the same AE firm. Additionally, due to the AE s specialized knowledge of this requirement, the design will be completed in a shorter time period. The Government intends to negotiate with only one source under the authority of FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements . No solicitation will be issued. A determination not to compete this proposed contract is based solely within the discretion of the Government. This notice of intent is NOT a request for competitive proposals. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Comments regarding this announcement must be received no later than 2:00 pm CT on May 26, 2020. Please direct all questions regarding this procurement to Kenneth A. Spohn, Contracting Officer, by email at kenneth.spohn@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. The Justification and Approval Document will be made available via FBO in accordance with FAR 6.305.
