- COMBINED SYNOPSIS/SOLICIATION COMBO: Lubrigard Storage Tanks i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. ii. Solicitation FA4877-20-Q-A392 is issued as a Request for Quotation (RFQ). iii. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2020-06, Defense Procurement Notice 20200324, and Air Force Acquisition Circular 2019-1001. iv. This is a total-small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 332439 with a small business size standard of 500 Employees. v. Davis-Monthan Air Force Base intends to award a firm-fixed price contract for the following items or equal items substantially the same as the following items: CLIN 0001 - IFH 9 CONTAINER SYSTEM (3X3) PART #HDF9 QTY: 2 CLIN 0002 - IFH 65 GALLON CONTAINER (STAINLESS STEEL) PART #720150 QTY: 2 CLIN 0003 - IFH AIR BREATHER KIT W/O BREATHER (PER ROW OF 4 TANKS) PART#764024 (313041A) QTY: 6 CLIN 0004 - IFH GROUNDING CABLE ASSEMBLY PART#353000 QTY: 2 CLIN 0005 - IFH SPECIAL PRODUCT PACKAGES PART# 706000 QTY: 2 CLIN 0006 - IFH FIRE COMPLIANCE KIT (PER CONTAINER) PART# 789023 QTY: 16 CLIN 0007 - DES-CASE DC-2 BREATHER (4""X5"") PART#DC-2 QTY: 6 vi. All services and products provided should adhere to the specifications described above and must meet all requirements. vii. The government will award to the offeror whose quote is the lowest priced technically acceptable. Technical acceptability is defined and referred to within this solicitation document as the offeror�s capability statement to meet the defined salient characteristics of the product or service. All offeror�s must include, in their quote, their capabilities to meet the requirements of the Government. viii. The Government intends to evaluate offers and award without discussion, but reserves the right to conduct discussions. Therefore, the offeror�s initial offer should contain the offeror�s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. ix. Important Dates/Times (All Times are Arizona Local Time) a. Questions are due by 14 August 2020, 2:00 PM. b. Answers will be provided by 17 August 2020, 2:00 PM. c. All quotes shall be submitted by 18 August 2020, 2:00 PM. x.
