Description
Notice of Intent Sole Source - Meggitt Training Systems. The United States Coast Guard (USCG) intends to negotiate, on a sole source basis, a Firm-Fixed Price (FFP) award to Meggitt Training Systems 296 Brogdon Drive Suwanee GA, 3002-41247 This procurement is being conducted under simplified acquisition procedures in accordance with FAR parts 12 and 13. The purpose of the acquisition is to procure brand specific equipment extended warranty service for 60 simulator weapons timely maintenance and repair. A three (3) linked computer system timely maintenance, software maintenance, simulator system grooms and operator training supporting. Maintenance will be accomplished by shipping non-functioning equipment to Meggitt Training Systems Customer Service for evaluation and repair. The expense of shipping the equipment in support of the Warranty, cost of repair, on-site system grooms and operator training support will be inclusive per the contract. The requirement includes maintenance, repair and warranty services for the United States Coast Guard�s (USCG) Special Missions Training Center (SMTC) weapons simulation services (three military system computer simulation systems as well as 60 simulated weapons systems aforementioned). These weapons simulation systems must be maintained and repaired in order for SMTC to train its military members to the greatest degree possible. Ensuring these systems are in working order is vital to the USCG�s mission, as all members must be trained in the use of these weapons and the SMTC�s simulators are a vital part of that training. No other company meet the USCG Special Mission Training Center requirements for the warranty SMTC has a custom built three-linked system that was customized to SMTC�s specification. The system took 3 months of custom software development by Meggitt Training Systems to integrate and function properly. Currently it is the only 3 linked system in use. As a result, Meggitt is the only company with the proprietary knowledge that is capable of maintaining the system. No other company could maintain the system due to the proprietary nature of the simulators. In addition, if another company were to attempt system repairs and were unsuccessful, Meggitt may consider that to be a violation of the proprietary system and may cause legal issues. This action is being taken in accordance with FAR 13.106-1(b). A determination by the Government to not compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.� The Government does not intend to pay for information provided in response to this notice. This notice serves as both a synopsis of the requirement and public notice of the USCG's intent to sole source. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement.� All responses shall be submitted to the Contract Specialist, Joseph Perkins via email to joseph.g.perkins2@uscg.mil by 12 pm EST on Monday, August 17, 2020 reference no. 70Z02320QWD910000.� As a result of this notice, a separate award notice or further public notices shall not be made. This notice constitutes all of the USCG's public notice requirements. If the Agency does not receive an acceptable response to this announcement by the specified date, negotiations will be conducted with Meggitt Training Systems as the only source and a delivery order will be issued without any additional notices being posted.
