- The purpose of this synopsis is to solicitate industry for any capability statements which outline the ability to meet the requirements outlined below in accordance with FAR 6.302-1(d)(2). ICE has a continuing need for all management, supervision, and vehicles necessary to provide detention, transportation and food services at the Florence Service Processing Center (FSPC). ICE has determined these services to be commerical in nature. The FSPC operates as a Government-owned operational facility. The Government expects�a COFC decision�early to mid-August, however current services are set to expire on August 19, 2020, with a need to transition for 60 days to the expected awardee. ICE intends to issue a sole source award for a base period of 60 days and five�two-month optional periods. The Government�s baseline requirements are for continuing existing services at the location without interrupting ongoing operations. All detention services must adhere to ICE Performance-Based National Detention Standards 2011 (PBNDS 2011), with 2016 revisions (https://www.ice.gov/detention-standards/2011). All services shall be performed at: 3250 N. Pinal Parkway Avenue, Florence, AZ 85132 Potential performance barriers for a prospective vendor could be: � Employing approximately 300 guards who are cleared through ICE security; � Having all employees adequately trained to begin performance on August 20, 2020; � Successfully transitioned to begin full performance of services on August 20, 2020. With this synopsis ICE is requesting any vendor capability statements. All capability statements shall be due no later than 12:00 Eastern Time�August 6, 2020.
