- Description
- The NATO Communications and Information Agency (NCI Agency) intends to issue an Invitation For Bid (IFB) to deploy NATO Common Operational Picture (NCOP) Increment 2. This project will include installation, activation, training, and support. The IFB will be comprised of the costed and evaluated basic scope (TBCE WP4 - NCOP-2 Implementation to Core Sites) and one costed and evaluated option (addressing respective scope related to TBCE WP7: NCOP-2 implementation to additional sites). The IFB will also include an option to provide post-Final System Acceptance training courses in the case where NCI Agency does not have the capacity to deliver courses at that time. Potential U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) within the United States, 2) hold an active Facility Security Clearance at the level of SECRET or higher 3) be pre-approved for participation in NATO International Competitive Bidding (ICB), and 3) be nominated to the bidders list by the U.S. Government.� � In addition, execution of the proposed contract may require personnel of the successful bidder to hold individual security clearances at the level of SECRET or higher. The reference for the IFB is IFB-CO-115049-NCOP, and all correspondence concerning the IFB should reference this number. The successful bid will be that bid that is lowest priced technically compliant bid. It is planned to award a single firm-fixed price contract for the deployment of five installation locations, 10 organisations, and one supporting organisation. SUMMARY OF REQUIREMENTS Background The objective of the Bi-Strategic Command Automated Information System (Bi-SC AIS) is to provide NATO commands (Strategic, Joint Force and Component Commands) with effective and integrated Core (common to all users) and Functional (specific to staff functions) Services within both static and deployed contexts. The range of Functional Services for support to the operational commanders include the Command and Control (C2) capabilities for Air, Land, Maritime and Joint Operations as well as Intelligence and Logistics. The Bi-SC AIS NATO Common Operational Picture service is henceforth referred to as NCOP. The NCOP services shall be available for static and deployed headquarters. The implementation sites are part of the NATO Command Structure and its supporting organisations. NCOP must be capable of receiving relevant information products from NATO Community of Interest (formerly, Functional) Services that are being acquired and delivered in the Bi-SC AIS context and from national systems in order to establish and manage the COP. Similarly, NCOP must be able to share the produced COP with the NATO Functional Services and national systems to meet its purpose. Mechanisms for information exchange with these service/systems are therefore a key part of NCOP. Schedule The release of the IFB is scheduled for April 2020, aiming at an Effective Date of Contract of November 2020. The first operational baseline of NCOP-2 will be released in January 2022, followed by a second baseline in August 2022. Scope The project scope includes: � installation, activation, migration from NCOP-1 to NCOP-2 to authorized sites � training engineering including the production of training materials and training database, and multiple end-users trainings � initial support and operational testing & evaluation Technical Constraints The contractor will deploy NCOP-2 on multiple domains (i.e., NATO Secret, NATO Unclassified, and Mission Secret). From a site, one or many operational nodes can be activated. During the deployment phase, patches may have to be applied. No more than two patches by baseline are expected. BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government nominate U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidders list, however, the U.S. firm must be approved for participation in NATO ICB. Firms are approved for U.S. NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/email of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, the U.S. Department of Commerce (DOC) will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. NATO member governments use a DOE to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DATES: Request from DOC that a DOE be issued (and, for firms new to NATO ICB, submit the completed one-time NATO ICB application): 17 September 2020 NCI Agency issues IFB (planned): September 2020 Bid Closing (planned): January 2021 Contract Award (target): April 2021
