- NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT: Under the authority of FAR 6.302-1, it is the Government's intent to award a sole source service contract to the Center for Advanced Decision Support for Water and Environmental Systems (CADSWES) for the University of Colorado, Boulder for RiverWare Software Enhancements and Technology Transfer to Support the United States Army Corps of Engineers (USACE) River and Reservoir Operations Modeling (URGWOM) Needs. THIS IS NOT A FORMAL SOLICITATION. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received within 15 days will be considered. If no affirmative written response is received, the service contract will be awarded without further notice. A determination by the Government not to compete this proposed service contract is based on FAR 6.302-3(a)(2)(ii), to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. CADSWES is the sole developer of the RiverWare software that is being utilized for the URGWOM and, as such, is the only entity able to provide the user support and software development that may be needed for URGWOM. Award of this service contract will be based upon the need to maintain essential engineering, research or development capability for the URGWOM program, the possible responses to this notice, and is solely within the discretion of the Government.
