Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HM0476-20-Q-0021 and it is issued as a Request for Quotation (RFQ) in conjunction with FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07. This RFQ is issued as a full and open competition under NAICS code 541690, Other Scientific and Technical Consulting Services, with a size standard of $16.5 million. FAR 52.212-1, Instructions to Offerors, applies to this RFQ. FAR 52.212-2, Evaluation�Commercial Items, does not apply to this RFQ. Evaluation criteria and additional clauses are included below. The National Geospatial-Intelligence Agency (NGA) Office of Security Installations (SI) has a requirement for a contractor to produce analytical reports derived from open-source information in support of CI operations and supply chain risk management.� SIC will provide the vendor with CI targets of interest and the vendor will produce analytic products that will aide in the development of CI threat assessments. See attached Statement of Work (SOW) dated 15 May 2020 for complete information regarding the requirement. The period of performance will consist of a 12-month Base Period and two (2) 12-month option periods, or a total of 36 months. The anticipated award date is no later than 30 September 2020.� The incumbent for this effort is Cybercore Technologies under purchase order HM0476-19-P-0047. Vendors shall submit a quotation that includes a brief technical approach to the attached SOW. Vendors shall submit a minimum of one (1) and up to three (3) samples each of the Alpha and Charlie reports described in the SOW. The technical approach or the samples shall describe the analytic methodologies used to produce each type of report and represent the content requirements described in the SOW. Vendors may also submit past performance information that shows recent experience performing similar services. Vendors shall propose unit pricing for the Alpha and Charlie reports at the quantities stated in the SOW for each year described above. Vendors shall also provide a total price for each year and the quotation. A pricing template is provided but vendors may submit the pricing in any format. Questions regarding this RFQ shall be submitted in writing via email to Bradley Austin, Contracting Officer, at Bradley.R.Austin@nga.mil no later than 12 pm EST on Friday, August 14, 2020.� �The Government will make every effort to provide responses prior to the quotation due date. Quotations shall be submitted no later than 12:00 PM EST on Friday, August 21, 2020, via email to Bradley Austin, Contracting Officer, at Bradley.R.Austin@nga.mil.� Emails should be no more than 5MB in size and shall not contain zip files.� The Government will award a purchase order resulting from this RFQ to the responsible vendor whose quote provides the best value for the Government as mentioned in FAR 13.106-1(a)(2) and defined in FAR 2.101. The Government will evaluate the vendor�s approach to the attached SOW and the quality of its sample Alpha and Charlie reports. The Government will also consider past performance information submitted by vendors in its best value determination. Due to the anticipated award date, vendors are reminded that they shall have an active registration in the System for Award Management to be considered for award.
